Description

This is a notice of intent to solicit and award a sole source contract in accordance with the acquisition of commercial products and commercial services under the simplified acquisition threshold in accordance with Revolutionary FAR Overhaul (RFO) Subpart 12.102, Restricting Competition. The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source contract to Bloomberg Industry Group, Inc, 1801 South Bell Street Arlington, VA 22202. Background In support of the S&T mission, many divisions need access to certain scientific journals and databases to remain at the forefront of their research. Bloomberg Government is a premier platform for federal policy, budget, and legislative intelligence. The proposed purchase will enable DHS S&T staff to access real-time government data, track legislative developments, and conduct policy analysis, thereby enhancing operational effectiveness and strategic decision-making. The acquisition is expected to streamline research, improve situational awareness, and support mission-critical activities. S&T will be procure five (5) subscriptions for (5) users. Bloomberg Government (BGOV) is a unique, proprietary platform that provides comprehensive, real-time federal legislative, regulatory, and budgetary intelligence specifically tailored for government affairs professionals. No other commercially available product offers the same breadth and depth of integrated data, advanced analytics, real-time alerts, and customizable dashboards in a single solution. BGOV�s exclusive aggregation of congressional activity, appropriations tracking, policy analysis, and federal contract intelligence is essential for DHS S&T�s mission to monitor and respond to rapidly evolving legislative and regulatory developments. After conducting market research and evaluating alternative solutions, it was determined that only Bloomberg Government meets the Directorate�s requirements for accuracy, timeliness, and analytical capability. Therefore, BGOV is the only source that can fulfill the operational and strategic needs of DHS S&T without unacceptable delays or compromise in quality. This resource is available via the FedLink program through the Library of Congress under a government-wide acquisition contract (GWAC) vehicle. This sole source acquisition is necessary to ensure DHS S&T staff have immediate and comprehensive access to real-time government data and legislative activity, supporting mission-critical objectives through enhanced operational effectiveness and evidence-based decision-making Period of Performance: The anticipated period of performance is a 12-month base year and (2) 12-month option years. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
