Description
Defense Supply Center Columbus (DSCC) DFAS MV Switch Replacement A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The project includes the in-kind replacement of an existing SF6 pad mount load interrupting MV (medium voltage) switch gear UGlA and UGlB at the Defense Accounting and Finance Service (DFAS) building 21A. Equipment supplies the whole building, not just a building feature. Work consists of providing all labor, materials, and equipment for the demolition/removal of the existing Building 21A UGlA and UGlB MV manually operated switch gear. Existing Switch Gear (Exact same manufacturer/equipment as mentioned is not required) One (1) S&C Electric Company Vista SD Underground Distribution Switchgear, Catalog No. 924402- GlK7L2MlOP1SlS2S3S4. Outdoor pad-mounted manually operated gear rated 17.5 kV maximum, 95kV Bl 600 AMPERES rms symmetrical continuous, 16,000 amperes RMS symmetrical short-circuit. Furnished with four load-interrupter switch ways, for switching of main feeders, taps, laterals, and sub loops. Each way provided with 600A dead-break bushings with components encapsulated in an environmentally friendly solid-dielectric insulating material. S&C Visi-Gap Load-Interrupter Switches use a vacuum interrupter in series with a manually operated two-position (CLOSE-OPEN) Isolating disconnect for three- pole live switching of 60-ampere three-phase circuits. Contract duration is TBD The estimated cost range is between $1,000,000 � $5,000,000. NAICS code is 238210 Electrical Contractors and Other Wiring Installation Contractors. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service-Disabled Veteran Owned Business contractors should respond to this survey by email on 20 January 2026 by 11:00 AM Eastern Time. Responses should include: 1. Identification and verification of the company�s small business status. 2. Contractor�s Unique Identifier Number and CAGE Code(s). 3. Documentation from the firm�s bonding company showing current single and aggregate performance and payment bond limits. 4. Descriptions of Experience � Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages, and quality of performance. Example projects must be of similar size and scope. a. Projects similar in scope to this project include: Replacement of an outdated commercial/industrial MV switch gear system to enhance the functionality, energy efficiency and resiliency of the existing facility. b. Projects similar in size to this project include: Replacement and/or installation of a MV switch gear system rated 17.5 kV maximum, 95kV Bl 600 AMPERES rms symmetrical continuous, 16,000 amperes RMS symmetrical short-circuit. c. Based on the information above, for each project submitted, include: Current percentage of construction complete and the date when it was or will be completed. Scope of the project. Size of the project. The portion and percentage of the project that was self-performed. 5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm�s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.
