Description
Synopsis/Solicitation Statement (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a formal, separate written solicitation document will not be posted publicly. (ii) The solicitation number is FA8641-26-R-B001 and is issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular / RFO Deviation Guide updates. (iv) Set-Aside Status: This requirement is not set aside for small business. This is a sole-source solicitation directed to CAE USA Inc., Orlando, Florida (CAGE: 1FNV1). (v) Contract Line Item Numbers (CLINs): Specific line item structures, quantities, and units of measure are omitted from this public notice and will be provided directly in the RFP to the sole-source vendor. (vi) Description of Requirements: AFLCMC/WVB has a critical, urgent, and mission-essential requirement for one (1) dedicated, commercial, FAA Level D certified 747-8i Full Flight Simulator (FFS). The FFS will be located at Joint Base Andrews (JBA). The required scope includes: Hardware & Systems: Procurement, delivery, and installation of the FFS, including 6-DOF motion, visual system, sound system, and an exact 747-8i cockpit replica. Cybersecurity: All operational hardware, software, and networking must be fully compliant with DoDI 8500.01/8510.01 and applicable AFI/DoD Manuals. Support: Initial support and maintenance, including spare parts and necessary software updates. Training: Initial courseware development and flight instruction for designated personnel. (vii) Delivery and Period of Performance (PoP): Delivery/Installation: Estimated at 24-36 months from contract award. Support/Maintenance: Estimated at 12-18 months following successful installation and acceptance. Place of Performance/Delivery: Joint Base Andrews (JBA), Maryland. FOB: Destination. (viii) Justification for Sole Source: CAE USA Inc. is the only responsible source capable of fulfilling this requirement. Extensive market research, including a Sources Sought Notice (SSN ID: F4FDWL-26-R-0001) posted in December 2025, confirmed that CAE is the sole manufacturer of commercial Level D certified 747-8 simulators globally. Procuring through a third-party integrator poses unacceptable risks to the program's cost, schedule, and mission. By utilizing the only proven Original Equipment Manufacturer (OEM) of the 747-8i FFS, the Government mitigates the risk of significant schedule delays, increased lifecycle costs, and critical gaps in mission-essential training. In accordance with RFO 6.305, the Justification and Approval (J&A) document supporting this sole-source action will be published to SAM.gov within 14 days after contract award. (ix) Provisions and Clauses: The standard commercial provisions and clauses apply to this acquisition, including, but not limited to, the equivalents of FAR 52.212-1 (Instructions to Offerors - Commercial Products and Commercial Services), FAR 52.212-4 (Contract Terms and Conditions), and FAR 52.212-5 (Contract Terms and Conditions Required To Implement Statutes or Executive Orders). Specific clauses will be detailed in the direct RFP sent to CAE USA Inc. (x) Proposal Submission: While this solicitation is directed as a sole-source procurement to CAE USA Inc. and is not a request for competitive proposals, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
