Notice Type: Sources Sought / Request for Information (RFI) Agency: Department of the Air Force Location: Homestead Air Reserve Base, Homestead, FL NAICS Code: 561710 - Exterminating and Pest Control Services PSC Code: F105 - Environmental Systems Protection- Pesticides Support 1. Introduction This is a Sources Sought Notice for market research purposes only. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). The Department of the Air Force is seeking to identify qualified, experienced, and interested businesses capable of providing comprehensive mosquito control services (fogging and spraying) and data analytic reporting in the vicinity of Miami-Dade County, Florida. 2. Background and Scope of Work The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision required to perform mosquito control services to protect personnel health and ensure mission readiness. The scope of work includes, but is not limited to: Conducting scheduled and on-call ground-based fogging and targeted spraying operations. Application of approved adulticides and larvicides. Monitoring and surveillance of mosquito populations. Adherence to strict environmental and safety standards during all applications. 3. Mandatory Performance Requirements To be considered capable, interested vendors must demonstrate the ability to meet the following specific requirements: Licensing & Certification: The contractor must possess and maintain all active, valid commercial applicator licenses and mosquito control certifications required by Miami-Dade County and the State of Florida. DAF Environmental Compliance & Data Analytics: The contractor must possess the technical capability to capture, analyze, and report application data in strict accordance with Department of the Air Force (DAF) Environmental requirements (e.g., AFI 32-1053, Integrated Pest Management). This includes delivering precise data analytic reporting on: Volume and type of chemicals/pesticides utilized. Geospatial application data (GPS tracking of fogging routes). Application rates, dates, times, and corresponding meteorological conditions. Efficacy analytics and population reduction metrics. Capability Statement Submission Requirements Interested parties are requested to submit a Capability Statement addressing their ability to fulfill the scope of work and mandatory requirements. Please structure your submission using the following informational elements: Requirement Category Required Information to Submit Corporate Information Company Name, Point of Contact (Name, Phone, Email), CAGE Code, and SAM.gov Unique Entity ID (UEI). Socio-Economic Status Business size standard and any applicable socio-economic classifications (e.g., 8(a), HUBZone, SDVOSB, WOSB, Small Business). Licensing Verification Proof of current Miami-Dade County mosquito control licensing and applicable State of Florida certifications. Technical Capability A brief narrative detailing the methodology for providing data analytic reporting compliant with DAF or similar federal environmental/IPM requirements. Past Performance Up to three (3) examples of recent and relevant contracts (government or commercial) demonstrating experience in large-scale mosquito control. 4.
