All of the requirements which the successful Offeror must meet concerning this project are set forth in detail in the solicitation Documents included with this Request for Proposal. Upon receipt of Technical and Cost Proposals and the selection of a successful Offeror, the Smithsonian Institution will execute a Fixed Price construction contract. The Smithsonian currently estimates that the fixed price for the entire project will exceed $10 Million. The scope of this project includes the installation of a new sanitary and stormwater system throughout the Museum Main Building, East and West Wings to replace the existing infrastructure that has reached the end of its service life. Work must be executed with extreme care to protect the museums collections, exhibits, and research operations, and preserve its historic architecture features. The major elements of work include, but are not limited to, the following: Installation of new sanitary and stormwater piping systems through the Main Building, East and West Wings in accordance with construction documents. Rerouting stormwater and sanitary piping where possible to avoid passage through the ceiling of exhibit halls, collection storage areas, and other sensitive or restricted spaces. Capping off abandoned piping, where feasible, isolating it from active systems and preventing future infiltration or structural compromise. Removal and disposal of old piping where capping is not feasible, in compliance with environmental regulations and structural safety standards. Lead and asbestos abatement, as necessary, in areas affected by demolition or pipe removal, in accordance with applicable EPA, OSHA, DOT, District of Columbia law and regulations and others as cited in the specification. Installation of new sanitary and storm piping within the existing tunnel system, including structural support, penetrations, and insulation where required. Tie-in of new systems to the existing SI stormwater and sanitary infrastructure external to the building, with proper alignment, connection materials, and testing. Develop and implement a comprehensive erosion and sediment control plan in compliance with EPA Construction General Permit and District of Columbia regulations. Inspect, remove and replace roof scuppers including sealing and integration with the building stormwater management system to restore proper drainage performance. All work must be conducted in accordance with applicable codes, historic preservation requirements, safety regulations, and Smithsonian Institution design and construction standards. Phasing plans must minimize disruption to ongoing museum operations, protect the public, and preserve the integrity of historic and scientific assets.
