1 JUN 2026- Amendment 0005 The purpose of this amendment is to update the solicitation as follows: 1). REVISED DOCUMENTS The following files have been revised (any changes made to the files are highlighted in yellow): 4.1 EPS Inventory List (dated 1 JUN 2026) 4.2 UPS Inventory List (dated 1 JUN 2026) 4.3 PV Inventory List (dated 1 JUN 2026) 2). NEW ATTACHMENTS The following documents are hereby added to the solicitation: EPS Type Plates 3). All other Terms and Conditions remains the same. ***NOTE REGARDING THE PERFORMANCE WORK STATEMENT (PWS): In Amendment 0004, the Government stated that a revised PWS would be provided to clarify the Contractor's responsibilities regarding load bank maintenance. Please be advised that no changes have been made to the PWS. The Government has determined that the current PWS adequately addresses the load bank requirements in Sections 1.2 and 2.1.1; therefore, no revisions are needed.*** ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 28 MAY 2026- Amendment 0004 The purpose of this amendment is to: 1) Incorporate Questions and Answers and provide Government responses to vendor questions submitted in response to the solicitation (please see Attachments: W912CM26QA07-EPS UPS PV Q&A). 2) Extend the Solicitation Deadline: Extend the closing date from 03 June 2026 at 12:00 Noon (CET) to 10 June 2026 at 12:00 Noon (CET). 3). All other terms and Conditions remains the same. ***Please note: Future Amendment Notice: Offerors areadvised that a subsequent amendment (Amendment 0005)is forthcoming. This future amendment will provide an up-dated Inventory List (Attachment 4_1) containing requested equipment specifications and a revisedPerformance Work Statement (PWS) clarifying theContractor's responsibilities regarding load bank mainte-nance. No revision/amendment has been made. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ The Regional Contracting Office intends to solicit and competitively award a hybrid fixed price (FFP) and time and materials (T&M) contract for Maintenance and Repair (M&R) of Emergency Power Systems (EPS) Uninterruptable Power Systems (UPS), and Photovoltaic Systems (PV) equipment for several buildings on Amelia Earhart Complex, Darmstadt Training Center, Clay Kaserne Wiesbaden, Egelsbach, Hainerberg, Mainz Kastel Station, Mc Cully Barracks, and Wackernheim Regional Range Complex located around Wiesbaden, Germany. The proposed performance is a 12-month base period plus four (4) 12-month option periods and a start date on or around 29 JULY 2026. A site visit is scheduled for TBD CET. The site visit information is to be found in the attached Solicitation. Place of Performance will be in Wiesbaden, Germany. Contractors performing services in the Federal Republic of Germany (FRG) shall comply with German law. The Contractor shall determine whether performance requires registration with German authorities or authorization to do business in Germany and, if so, shall comply with all requirements. Whether or not registration or authorization to do business is required, the Contractor shall determine what documents or authorization its employees and any subcontractor employees must possess to work in Germany. The Contractor shall ensure affirmatively that its employees and subcontractor employees possess such documents or authorizations. See section 1.24 of the PWS for additional information. The Solicitation, questions received, and any amendments will be posted on SAM.gov. IMPORTANT: Offerors must be registered in the System for Award Management (SAM) database at the time of submissions of quotes.
