Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) February 19, 2026 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Bowling Green, KY CBOC 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Bowling Green Community Based Outpatient Clinic (CBOC). This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of 36-months. In the last couple of years, Tennessee Valley Healthcare System (TVHS) has received Congressional approval to expand and improve access and healthcare services to Veterans across our catchment area. TVHS is working with Construction and Facility Management along with Office of Property Management to secure award of construction of build to suit clinical spaces in several cities in middle Tennessee and southern Kentucky to answer this call. TVHS has received approval for procurement of clinical space in the Bowling Green, KY area. This Community Based Outpatient Clinics will offer primary, specialty, mental health, and additional services to Veterans. The Bowling Green, KY clinic will be approximately 41,000 net usable square feet and will greatly improve access and services in the area. The scope includes project support for planning, activating, outfitting, and transitioning the staff and Veterans/patients associated with the project. The scope of services includes Comprehensive Project Management, Comprehensive Interior Design, FF&E, and Space Planning Support; CONOPS and Transitioning Planning; Acquisition Support Services to include package development, Activation, Delivery, Relocation and Installation, Training, and Turnover and Post Occupancy Support for the identified project. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 6 March 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be in April 2026. Solicitation initial posting date and the closing date are subject to change as necessary.
