AMENDMENT NO. 1 SOLICITATION NO. 36C24126Q0602 DATE: 7/7/2026 1. THE SOLICITATION IS HEREBY AMENDED AS FOLLOWS: The following Questions and Answers, submitted by prospective offerors by July 3, 2026, are incorporated into this solicitation. The Government s responses modify and/or clarify the solicitation. All other terms and conditions of the solicitation remain unchanged. Vendors are reminded to review all other aspects of the solicitation and consider this amendment when preparing their responses. 2. RFI QUESTIONS AND ANSWERS SOW refers to steam coil timeline under qualifications which appears to be a typo error as the scope does not appear to include steam coil. Please confirm. The reference to steam coil timeline in the Qualifications section of the SOW is a typographical error. The project scope does not include any steam coil components or steam system work. Offerors should disregard this phrase. SOW item 5 and 8 refer to replacement of approximately 275 feet of line sets from the branch box to the condenser, however it does not seem to mention replacement of the piping from the branch box to each evaporator (of which there are 7 listed in the scope. Please confirm if the refrigerant piping from the branch box to each evaporator will also need to be replaced. All piping associated with refrigerant must be replaced. Please confirm if standard ½ insulation is acceptable for refrigerant lines or if VA specification 230711 will need to be followed requiring 1 insulation. Standard for this project is acceptable. Please confirm zoom lock refrigerant piping is not acceptable as per typical VA standards. Braze only. SOW mentions connecting to the branch box but not replacing it. If the branch box is a different refrigerant type, it is assumed that it would need to be replaced. Please confirm. Must replace. Please confirm the VRF system is not to be connected to JCI or Siemens building management DDC system. Not Connected. SOW item 9 states the VA will connect electrical service to the unit. Please confirm this includes all power wiring required to each evaporator and branch box and condenser. The VA will only supply power to the main disconnect. The VA will NOT be connecting to any other power source. Please advise if new thermostats and low voltage interlock wiring is required, or if it is anticipated that the existing controllers and wiring are to be reused. New is required, no use of existing. Please advise if the replacement will need to take place during fall after cooling is not needed, or if the system is not functional and replacement is able to be performed during summer. Can and should be done prior to end of cooling season. Unit is not operational. Will the sign-in sheet from site visit be available in addendum? No. Please confirm if tax should be included in our proposal? Will an exempt certificate be provided? Contractors are required to include all applicable taxes in their proposed prices unless the solicitation states otherwise. A tax-exempt certificate will be provided for purchasing materials for use in a tax exempt government project if state law requires it. What are the ICRA level requirements in the work areas with piping and evaporators? All work shall comply with the requirements applicable to each individual work location. The required equal level shall be determined based on the specific scope of work, the patient risk, classification and the occupancy of the area in which the work is being performed. The contractor is responsible for complying with all infection control measurements. Is the use of temporary plastic wall panels (such as STARC panels) acceptable to meet ICRA requirements? All work shall comply with the requirements applicable to each individual work location. The required equal level shall be determined based on the specific scope of work, the patient risk, classification and the occupancy of the area in which the work is being performed. The contractor is responsible for complying with all infection control measurements. Will work need to be conducted during off hours? Per the Statement of Work: Work shall occur during regular business hours from 7:00 a.m. 4:00 p.m. Monday Friday and tasks with impact to Medical Center operations shall be coordinated outside of regular business hours and/or on the weekend 7:00 a.m. 4:00 p.m. Saturday Sunday. No work shall be performed on Government Holidays unless an emergency status has been indicated by the Contracting Officer. Crane pick shall be coordinated outside of regular business hours and/or on the weekend 7:00 a.m. 4:00 p.m. Saturday Sunday. Will shutdowns be required to be done during off hours or weekends? The system is currently not operational, so no shutdown is required. Will area be occupied during HVAC replacements? Coordination with service is required to separate staff from workspace. Please confirm or advise how existing controls are connected to the existing system? Mitsubishi systems have their own control system. Is the intent to have BACnet included for direct BMS connection? Standalone controls for each head, no BMS. Please provide electronic copies of the floor plans handed out during the site visit. Unsure of what floor plans are being referred to. Are as-builts available showing the existing piping routing? Not available. Will unforeseen conditions be addressed via the changed clause per VAAR 852.243-70 or FAR 52.243-4? #5 on page 4 indicates approximately No. Because this requirement is being solicited as a commercial services contract under FAR Part 12, neither VAAR 852.243 70 (Construction Contract Changes) nor FAR 52.243 4 (Changes Construction) applies. FAR 52.212 4(c) (Changes) governs permissible changes to commercial contracts. Any modification must be within scope and mutually agreed to by both parties. Equitable adjustments related to unforeseen conditions may be addressed only through a bilateral modification, since unilateral change authority does not apply to commercial services unless explicitly stated.
