This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs (DVA) Network Contracting Office NCO2, on behalf of VISN2 South Medical Centers, intends to award a Firm Fixed Price (FFP), sole source action to: Name of Contractor: Nova Biomedical Corp Street Address: 200 Prospect Street City, State, Zip: Waltham, Massachusetts 02453-3457 The following DVA VISN2 south medical centers have a recurring requirement for Point of Care (POC) Glucose Hospital Meter Systems for Cost Per Test (CPT) services: James J. Peters VA Medical Center (526) 130 W Kingsbridge Rd, Bronx, NY 10468-3904 East Orange VA Medical Center (561) 385 Tremont Avenue, East Orange, NJ 07018-1023 Castle Point VA Medical Center (620) 41 Castle Point Rd., Wappingers Falls, NY 12590-7004 Brooklyn VA Medical Center (630) 800 Poly Place, Brooklyn, NY 11209-7104 Margaret Cochran VA Medical Center (630) 423 East 23rd Street, New York, NY 10010-5011 Northport VA Medical Center (632) 79 Middleville Road, Building 200,Northport, NY 11768-2200 This requirement for fulfillment is defined as a system that is U.S. Food & Drug Administration (FDA) approved and Clinical Laboratory Improvement Amendments (CLIA) of 1988 waived for all patient types (including critically ill). This system is inclusive of meters, reagents, standards, controls, other items required for proper operation of testing meters as well as peripherals necessary for the generation of fingerstick glucose cost per test (CPT) services. In accordance with FAR Part 6.103-1(b), it has been determined that only one source is reasonably capable of fulfilling this action as required. Nova Biomedical Corporation is the sole vendor capable of meeting the requirement by offering an FDA approved, CLIA waived Glucose Hospital System available for use on all patient types. Market research failed to produce additional sources capable of fulfilling this requirement as a whole. In accordance with the Revolutionary FAR Overhaul (RFO) this notice of intent to sole source with justification to limit competition, satisfies the public posting requirements of 6.301. Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels. This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 10:00 AM Eastern Standard Time on June 18, 2026. Responses to be submitted to Lindsay Goldsmith, Contracting Officer at lindsay.goldsmith@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
