Description
USAFE BOS ACQUISITION PROGRAM Update to Industry 18 Apr 2025 This update addresses RFI FA5641-25-R-BOS2, which sought information from interested parties regarding the reacquisition of the United States Air Forces in Europe - Air Forces Africa Base Operating Support (UABOS) Services Contract. The Program Team extends its sincere thanks to all vendors who submitted responses. We received numerous submissions and greatly appreciate the time and effort invested in providing valuable market information. Your input is essential as we move forward with this acquisition. Acquisition Strategy Update: Based on our analysis of the RFI responses, we have identified a strong pool of qualified firms capable of performing as prime contractors and firms demonstrating the capability to perform specific functions. This feedback continues to be instrumental in shaping our acquisition strategy. One-on-One Engagements with US-Based Prime Contractor Candidate Firms: Beginning approximately 21 April 2025 and continuing through May 2025, the USAFE BOS Acquisition Program Team will conduct one-hour, one-on-one meetings with US-based firms capable of performing as prime contractors in T�rkiye and/or Spain. These sessions will focus on refining and improving the primary BOS requirement, ensuring alignment with industry best practices and capabilities, and exploring ways to simplify post-award performance management. We welcome both virtual meetings via MS Teams and in-person meetings at Ramstein AB. Please contact Mr. John McLaurin and Ms. Ina Hemmer to schedule a meeting. Separate Acquisition for T�rkiye Custodial and Grounds Maintenance: To address the specific requirements of our installations in T�rkiye, the 39th Contracting Squadron at Incirlik Air Base may procure Custodial and Grounds Maintenance services through a separate acquisition. The robust response from local vendors with relevant experience, coupled with unique market conditions in T�rkiye, supports a localized approach. Therefore, these services may be excluded from the primary Base Operations Support (BOS) contract and procured under a separate contract(s) with qualified vendors located/registered in T�rkiye Acquisition Timeline: Our current acquisition timeline targets contract award by mid-2027, with full performance commencing in January 2028. Previous RFI responses remain valid and will be considered. However, vendors are welcome to submit updated information based on the changes outlined in this update. Preliminary Discussion Questions (For One-on-One Meetings): We invite Prime Contractor candidate firms that wish to collaborate with the USAFE BOS Acquisition team to please contact Mr. John McLaurin and Ms. Ina Hemmer to schedule a meeting. To facilitate productive one-on-one discussions, we encourage participants to consider the questions provided in attachment A.
