Description
This procurement action is for a firm fixed-price construction contract to remediate the former Franklin Slag site located at the northeast corner of Castor and Delaware Avenues in Philadelphia, PA in an industrial setting. The Franklin Slag Pile Superfund Site contains slag material associated with the recycling of smelting operations of the former Franklin Smelting and Refining Company (FSRC), located adjacent to the Site. MDC Industries (MDC) dried, crushed, sorted, and packaged the slag material for resell as aggregate mainly for roofing products, and abrasive grit for sandblasting, and a consignment basis. During the MDC operation, material from the slag pile was observed migrating off Site in all directions as fugitive dust and sediment. In 1999, both the FSRC and MDC operations were ceased and the facilities and adjacent streets, drainage features, and railroad right of way were remediated. The slag pile was combined and graded into a stable stockpile and encapsulated under an interim 40 mil HDPE geocomposite liner cap. Although the Site is immediately surrounded by industrial and government utility facilities, the site has environmentally impacted the local residential and light commercial areas to the northwest of the Site. The final Record of Decision (ROD), completed August 2020, is to eliminate the future potential impact on the local community under this temporary remedy and allow this site to be redeveloped to improve the economy of the community.***** AMENDMENT 0001 - 05 DEC 2025 - The purpose of Amendment 0001 to Solicitation W912BU26BA002 is as follows: 1. All other terms and conditions remain unchanged. *****AMENDMENT 0002 - 07 JAN 2026 - The purpose of Amendment 0002 to Solicitation W912BU26BA002 is as follows: 1. To provide Requests for Information (RFI) questions and responses. Any follow up questions to the RFI responses shall be submitted by 9:00 AM Eastern on 09 JAN 2026 to Contract Specialist, Eric Leach (eric.a.leach@usace.army.mil) and Contracting Officer, Brandon Mormello (brandon.r.mormello@usace.army.mil). 2. To revise the bid opening and sealed offers due date from 15 JAN 2026 at 1:00PM (EST) to 02 FEB 2026 at 12:30PM (EST). 3. To revise the Small Business Administration (SBA) size standard for NAICS 562910 from $25 million to 1,000 employees in Box 10 of the Standard Form 1442, in FAR clause 52.204-8 - Annual Representations and Certifications (DEVIATION 2025-O0003 and 2025-O0004), and in Section 00 21 00 Instructions section 1.6 - North American Industrial Classification System (NAICS) and Small Business Size Standard. 4. To revise Box 10 to state A PROJECT LABOR AGREEMENT (PLA) MUST BE SUBMITTED ONLY BY THE APPARENT LOW BIDDER PRIOR TO AWARD. 5. To revise Section 00 21 00 Instructions, Section 2.1 to state The following documents must be submitted with your IFB as one (1) electronic copy, to add (5) Offerors are required to fill out and submit Section 00 45 00 - Representations and Certifications with their bids. There is no specified place in the proposal for this information so it can be submitted as an attachment, and to add NOTE: In accordance with FAR Provision 52.222-33, Notice of Requirement for Project Labor Agreement - Alternate I, only the apparent low bidder submits its Project Labor Agreement (PLA), prior to award. A PLA is not required to be submitted until the apparent low bidder has been established. 6. To provide a revised Specifications Amendment 0002 document. 7. All other terms and conditions remain unchanged.*****AMENDMENT 0003 - 26 JAN 2026 - The purpose of Amendment 0003 to Solicitation W912BU26BA002 is as follows: 1.
