Description

Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program. As part of this effort, a Remedial Action (RA) will be conducted at three facilities in the FAA Eastern Service Area (ESA) to remove identified soil contamination. I) SITE FOR CONTAMINATED SOIL REMEDIATION: The sites requiring remediation for lead- and total petroleum hydrocarbon (TPH) -contaminated soils are listed: BHM ASR � Birmingham, AL (33.57378�, -86.75671�); CXY LOM � New Cumberland, PA (40.178196�, -77.005692�); and IADN NASEB � Chantilly, VA (38.958736�, -77.43499�) SITE ACTIVITIES: The FAA�s ECU Program has identified the potential for environmental and human health risks and/or liability associated with the facilities above based on prior research, known historic operations and practices, and required cleanup actions or previously identified sites. II) TASKS TO BE PERFORMED The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement. a) Remediation and Restoration Work Plan The Contractor shall submit a draft Remediation and Restoration work plan (Work Plan) (where applicable) within ten (10) business days of the project kick-off meeting that addresses the project requirements below. This task involves the preparation and submission of a draft and final Work Plan. The Work Plan shall detail the technical approach and schedule for conducting all contaminated soil remediation, disposal, and site restoration activities described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review the Government-furnished information (GFI) for pertinent information. The removal quantities and depths in the Preliminary Assessment and/or Site Investigation and Site Survey reports (if provided) are to be used as a guide along with the estimated total quantities listed in this SOW Section 2.2.2. The Work Plan shall describe methods and procedures for performing soil remediation, disposal, and restoration. Disposal methods must be detailed by the contractor for all sites including the identification of all disposal facilities where waste and debris is to be shipped. Disposal sampling and paperwork is the responsibility of the contractor. The government will perform ALL confirmatory sampling required at the sites. Additionally, the work plan shall also identify any required permits needed to perform the work. Additional components required with the Work Plan are the Site Safety and Health Plan (SSHP), which shall include personnel health and safety precautions to be followed. The work plan shall also include a brief Risk Management Plan that identifies major risks and hazards on each site and discusses ways to minimize these risks. b) Technical Approach Method and procedures for soil remediation, removal, disposal (all as required above in section 1.1), and restoration, - Identification of required work permits Site Safety Health Plan (SSHP) Risk Management Plan Identification of major risks Risk mitigation plan The contractor should expect a 5-business day Volpe Center review period between submission of the Draft Work Plan and receipt of Volpe Center comments. The Volpe Center and the Contractor shall meet to discuss any comments and changes, if necessary. The contractor shall make the changes and submit a Final Work Plan within 5 business days of the receipt of comments. c) Contaminated Soil Remediation Preliminary Assessment/Site Investigation (PA/SI), Site Investigation (SI) and Site Survey activities completed in 2024 found the below sites showing contamination above either FAA action levels or EPA/State regulatory limits. Examples include lead-in-soil concentrations above the FAA�s cleanup standard of 200 mg/kg (ppm) or the applicable state standard, or TPHs in soil above EPA or State regulatory limits.
