Description
THE INCUMBENT CONTRACT WAS AWARDED TO ALLIANCE GROUP INC FOR AN AGGREGATE OF $53,329.00 FOR FIVE (5) YEARS. THE STATEMENT OF WORK WITHIN THIS SOLICITATION MAY OR MAY NOT HAVE BEEN MODIFIED FROM THE INCUMBENT CONTRACT; THEREFORE, IT IS RECOMMENDED THAT QUOTERS THOROUGHLY REVIEW THE STATEMENT OF WORK IN THIS SOLICITATION AND MAKE A SITE VISIT. COMBINED SYNOPSIS/SOLICITATION Services, non-personal, to provide heating, ventilation, and air conditioning (HVAC) preventive maintenance services at the National Weather Service (NWS) Forecast Offices in South Burlington, VT and Colchester, VT. (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1305M326Q0247 is issued as a Request for Quotation (RFQ) for the provision of HVAC preventive maintenance services. This acquisition is set-aside for small business concerns. The associated NAICS code is 811310. The small business size standard is $12.5M. This solicitation incorporates provisions and clauses by reference. THE STATEMENT OF WORK (SOW) IS ATTACHED (ATTACHMENT 1). THE U.S. DEPARTMENT OF LABOR WAGE DETERMINATION 2015-4137 REVISION 31 DATED 05/13/2026 WILL BE INCORPORATED AND MAY BE VIEWED AT WWW.SAM.GOV (ATTACHMENT 2) SEE THE ATTACHED SF 18 WITH THE TERMS AND CONDITIONS WHICH ALL QUOTERS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD. QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF 18 FORM OR ON COMPANY LETTERHEAD. (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see RFO part 47). Period of Performance: Base Period of performance for this requirement is Date of Award through 06/30/2027. Option Period 1 for a twelve (12) month period 07/01/2027 through 06/30/2028. Option Period 2 for a twelve (12) month period 07/01/2028 through 06/30/2029. Option Period 3 for a twelve (12) month period 07/01/2029 through 06/30/2030. Option Period 4 for a twelve (12) month period 07/01/2030 through 06/30/2031. The Base Period start date is estimated to be a date 06/25/2026 through 07/01/2026. If there is a significant delay in awarding this contract, a shortened base period of performance may be utilized or an updated quote may be requested with a new 12-month base year and corresponding option years.
