Description
This serves as notice of intent to increase the maximum order ceiling capacity of the existing MATOC, in accordance with FAR 6.301-1(b) One Response source for Justification and Approval (J/A). Effected contracts are W911S2-23-D- 8500/8501/8502/8503/8505/8506/8507. These contracts have migrated from PD2 to ACWS under the following contract numbers; W911S2-25-D-A024/A025/A026/A027/A029/A030/A031. This will increase the order ceiling from $150 million(M) to $213M, an increase of $63M. The current construction SRM MATOC IDIQ was awarded on 7 June 2023 with an ordering period of 5 years through 6 June 2028, and a $150M ceiling capacity. Known pending actions will exceed the ceiling capacity and projected FY26 actions will further exceed the capacity another $60.6M. The requested increase to the ceiling capacity is a result of unforeseen increases in funding for Sustainment, Repair, and Modernization (SRM) projects, including barracks renovations, and numerous water main projects not originally planned for at the time of the MATOC IDIQ award. The unplanned increase in the SRM Annual Work Plan (AWP) requirements for Fiscal Years (FY) 2023, 2024, and 2025 accelerated the depletion of the available ceiling capacity and significantly increased the usage rate of the MATOC. The requested increase in ceiling capacity maintains the status quo of MATOC contractor support while MICC-Fort Drum conducts a follow-on MATOC competition.
