Description
Intent to Sole Source The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to Fortec Medical Inc., located at 6245 Hudson Crossing PKWY, Hudson, Ohio 44236. This contract is for the procurement of urology surgical procedures utilizing the UroNav MRI Fusion System and Ultrasound for the 88th Medical Center at Wright-Patterson Air Force Base (WPAFB). Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that Fortec Medical Inc. is the only source capable of meeting the Government�s minimum requirements as outlined in the Statement of Work (SOW). The WPAFB 88th Medical Center is already equipped with and trained on the proprietary UroNav system. Utilizing any other manufacturer's system would require the acquisition of entirely new equipment and force a complete overhaul of established medical procedures, resulting in significant operational delays estimated to exceed one year. Because the UroNav MRI Fusion System and its corresponding software are proprietary to Fortec Medical Inc., they are the only source that can provide a system that is compatible with the Government's existing infrastructure and procedural framework. Fortec Medical Inc. does not have any authorized distributors for its equipment. This acquisition is being conducted under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A Justification and Approval for other than full and open competition has been prepared in accordance with RFO 6.104-1, citing the proprietary nature of the required equipment and services. Submission Instructions and Points of Contact: Interested parties who believe they can satisfy the requirements must provide a capability statement with clear and convincing evidence of their ability to do so. The statement must demonstrate the vendor's capability to provide the urology surgical procedures and support services that are 100% compatible with the proprietary UroNav MRI Fusion System and Ultrasound equipment currently in use at the 88th Medical Center. A simple statement of capability is not sufficient.
