STATEMENT OF WORK Transmission replacement Page 2 of 2 GENERAL INFORMATION Background: The Department of Veterans Affairs is seeking price contract for the total replacement of the transmissions in two (2) of their facility owned vans. These vans are used to transport veteran patients who use a wheelchair to and from their scheduled VA medical appointments. The 2019 Dodge Grand caravan and Ram pro-master 2500 are ADA compliances and built based on civilian grade components. Transmission is crucial for vehicles. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), under Specifications , and as illustrated on the vehicles. The work includes all necessary supplies for the complete installation of transmission on Dodge Caravans and RAM Promaster 2500 owed by the VA Medical Center. It will also include the towing of these vehicles from the VA facility to the awardee s place of business where installation will take place. Period of Performance: a). The installation is to start within 45 working days (6 weeks) of award/review and agreement per all parties and be completed within 30 days from onset of installation. The contractor will acknowledge schedule to accomplish the work to Veterans Transportation Service (VTS) for approval. The contractor s work shall take place at their site. Type of Contract: CONTRACT B. CONTRACT AWARD COMMENCE The Contractor shall commence performance on the vehicles in this SOW as soon as a schedule is available. Upon award, the contractor will contact facility point of contact to schedule pickup or COR will arrange towing service, if contractor does not include cost of towing. C. GENERAL REQUIREMENTS The Contractor shall provide transmission installations to Veterans Transportation Service (VTS). The vehicles will be available at George E. Wahlen Building 590, 590 foothill drive, Salt Lake City, Utah 84148 1. Transmission identification: Salient characteristics to apply to transmission: Identify vehicles using VIN. VIN is in several locations. The pictures below show the common location. More detail to identify the correct transmissions on the transmission tag. It also is in several locations as shown below. D. SPECIFIC MANDATORY TASKS AND NOTIFICATION Description of Tasks: The Contractor shall provide transmission, a Torque converter, Transmission fluid specific to the manufacturing recommended. The Contractor shall install the transmissions per specification and assemble to the vehicles, then check its functions before notifying COR. 1. Towing front wheel drive vehicle to the shop that apply Salient characteristics to apply to towing: Section 1: using a flatbed tow truck or a wheel lift truck that lifts the front wheels off the ground. The front wheels shall be on the dolly and rear wheels remain on the ground. The vehicles shall be in park and steering wheel is secured. 2. Each transmission must have critical components replaced or upgraded to ensure long-lasting performance. High-Quality Torque Converter: A fully remanufactured torque converter is included, tested for leaks, lock-up functionality, and balance to enhance durability and smooth operation Each valve body is remanufactured to OEM specifications, ensuring proper hydraulic flow and consistent shift performance The transmissions must be checked for damage. If damage all mounts shall be replaced. A new Torque Converter shall be installed The External transmission cooler shall be checked and make sure transmission fluid can circulate and function properly. Inlets and outlets rubber seals from / to external transmission cooler shall be replaced. Old transmission fluid must be replaced with new transmission fluid. E. SCHEDULE FOR DELIVERABLES The Contractor shall complete the task for each vehicle specified. If for any reason any deliverable cannot be finished within the scheduled time frame, the Contractor is required to contact COR, including a firm commitment of when the work shall be completed. F. QUOTE FORMAT: The quote shall be submitted with all fees such as shipping, handling, towing, installation including necessary parts and fluid. G. GOVERNMENT RESPONSIBILITIES The government will provide access to the parking lot where the vehicles are currently being stored. Upon completion of the installation, COR will arrange for pick-up. H. SALIENT CHARACTERSITICS: Salient characteristics to apply to transmission replacement: The remanufacturing transmissions must be made to the same standards and methodologies used for OEM transmissions. Transmissions shall produce in a Clean Room environment. Transmission is built to the same exacting standards by using a precisely documented and controlled process. OEM-Level Quality: Each transmission is remanufactured to meet or exceed original manufacturer specifications for seamless compatibility and superior performance. The transmissions must be dyno-tested under real-world driving conditions to ensure reliable, consistent performance before leaving the factory The transmissions shall come with a comprehensive warranty. Transmission Type: Automatic Transmission Family: 62TE Regular Production Option (RPO) codes needed to reprogram the vehicles. Facility Pont of contact Mr. Jackson, Gary Building 590, 590 foothill Dr, Salt Lake City, UT 84148 Software Validation No security accreditation package is required; the Contractor will not have access to any VA sensitive information. This project does not require acquisition of a service that involves storage, transmitting, or exchange of VA sensitive information. END OF SECTION.
