AMENDMENT 0002 AMENDMENT 0002 ISSUED - 28 April 2026 URGENT PRICING CORRECTION: The purpose of Amendment 0002 to Solicitation W911S6-26-Q-A009 is to correct the mandatory Butane-Propane News (BPN) Index location that was established in Amendment 0001. The Government has verified that the "Kinder Morgan � Altamont, Utah" posting is no longer published. Therefore, this amendment makes the following critical changes: New Mandatory Index Location: Establishes "AePEX Energy: Las Vegas, NV" as the new, mandatory BPN Index baseline for all pricing calculations and evaluations. Index Date Remains Unchanged: The mandatory publication date remains Thursday, April 23, 2026. Offerors must submit verifiable proof of the Las Vegas, NV posting from this specific date. Revised Pricing Schedule: Deletes the previous pricing schedule and replaces it with "Attachment 2 - Pricing Schedule (Revised 01-May-2026)" to hardcode the new Las Vegas, NV location into Section A. Offerors MUST use this newest version of the pricing schedule to submit their quote. Updated Q&A Addenda Updates: Updates the Addendum to FAR 52.212-1 (Instructions) and the Addendum to FAR 52.212-2 (Evaluation) to replace all references of Altamont, UT with the new Las Vegas, NV location. IMPORTANT REMINDERS: QUOTE DUE DATE: The quote due date remains unchanged. All quotes are due no later than 10:00 AM MDT on Wednesday, 06 May 2026. Specifically, this amendment accomplishes the following: Questions & Answers: Provides official Government responses to thirty-seven (37) vendor questions received via email and during the April 21, 2026, Site Visit. Mandatory BPN Index Baseline: Updates the Addendum to FAR 52.212-1 (Instructions to Offerors) to establish Thursday, April 23, 2026, for the "Kinder Morgan � Altamont, Utah" posting as the mandatory Butane-Propane News (BPN) Index baseline for pricing. Index Proof Requirement: Adds a requirement for offerors to submit verifiable proof of this specific April 23, 2026 index price with their Volume III Price Quote. Evaluation Update: Updates the Addendum to FAR 52.212-2 (Evaluation) to reflect that the price evaluation will be calculated uniformly using the mandatory April 23, 2026, Altamont, UT index date and submitted proof. Primary Point of Contact: Amy Eilerts Contract Specialist amy.m.eilerts.civ@army.mil Solicitation Number: W911S6-26-Q-A009 Title: Bulk Propane Supply for U.S. Army Dugway Proving Ground, UT PSC Code: 9130 - Fuel, Petroleum, Oil, and Lubricants NAICS Code: 221210 - Natural Gas Distribution The Mission and Installation Contracting Command (MICC) at Dugway Proving Ground (DPG), Utah, has a requirement for the supply and delivery of bulk commercial propane. The Government intends to award a single, Firm-Fixed-Price with Economic Price Adjustment requirements contract. The anticipated period of performance is a one-year base period with four (4), one-year option periods. This is a full and open competitive acquisition conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide bulk propane to various locations across Dugway Proving Ground, as defined in the Performance Work Statement (PWS). The total estimated annual requirement is approximately 1,202,000 gallons. All relevant solicitation documents are available for download with this notice.
