Description
1. Introduction & Authority The U.S. Department of Energy (DOE), Hanford Field Office (HFO), intends to award a non-competitive, firm-fixed-price contract to the American Institute of Chemical Engineers (AIChE) Academy (doing business as AIChE). This acquisition is conducted under the authority of FAR 6.302-1 ("Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"), as implemented through the simplified acquisition procedures of FAR 13.106-1(b). 2. Description of Requirement DOE requires a comprehensive, customized 4-day "Process Safety Boot Camp" training workshop. This intensive training is necessary to build specialized Process Safety Management (PSM) skillsets internally for federal safety oversight staff involved with the Hanford Direct-Feed Low-Activity Waste (DFLAW) facility�s high-hazard radiological and chemical vitrification operations. 3. Justification for Sole Source AIChE is the unique, preeminent credentialing authority and the original author/proprietary owner of the Center for Chemical Process Safety (CCPS) Risk-Based Process Safety (RBPS) framework, which forms the core of the DFLAW facility�s safety culture and operating standards. Because the training curriculum is proprietary to CCPS, AIChE is the only source with the legal and technical authority to customize, modify, and integrate DFLAW-specific technical scenarios and case studies into the certified curriculum. Consequently, no other training provider can satisfy the agency�s requirement for certified training fidelity to the foundational CCPS standards. 4. Response Instructions This publication constitutes a notice of intent to award a sole-source contract for informational purposes only and is not a request for competitive proposals. However, in accordance with FAR 5.201, any interested source that believes it can meet the government's minimum needs must submit a capability statement demonstrating its ability to deliver this customized, CCPS-certified curriculum. All capability statements received within fifteen (15) calendar days of the publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
