Description
Defense Logistics Agency (DLA) is issuing a solicitation for a multiple year, indefinite delivery, indefinite quantity contract for the procurement of ballistic foam to support the A-10 aircraft. The solicitation is unrestricted using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The period of performance will be three (3) year base plus two (2) year option period for a total of five (5) years. This acquisition will include consumable items managed by DLA and depot level reparable (DLR) items managed by the Military Services. The items are categorized under Federal Supply Class (FSC) 1560, 1680 (Miscellaneous Aircraft Accessories and Components), 5330 (Packaging and gasket materials) and 5365 (Bushings, Rings, Shims and Spacers) and ordered by National Stock Number (NSN). A total of 757 NSNs are targeted for this contract effort. It is anticipated that 205 will be priced for the initial contract award. The remaining items may be an add-on throughout the contract duration. Shipments are to DLA depots within the Continental United States (CONUS). Consumable items are FOB destination with inspection/acceptance at origin or destination, dependent on item's criticality. The NSNs, part numbers, and annual estimated quantities for the initial population are included as an attachement. Any supplies to be furnished under this resulting contract will be ordered by issuance of a delivery order. Small business dealers and distributors having existing stocks or newly manufactured material are invited to respond to this synopsis. Specifications or plans related to the procurement described are not available at DLA Aviation. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.
