Notice Type: Presolicitation Notice Anticipated Contract Award Date: 22 May 2026 Contract Award Number: TBD This is a Sole Source presolicitation notice. No small business set-asides apply. NAICS Code: 334118 FSC/PCS: 7B20 Description: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), located at 5 S. Wolfe Ave, Edwards AFB, CA, 93524 intends to issue a sole source, FFP contract to a large business, Treality SVS LLC located at 600 Bellbrook Ave, Xenia, Ohio 45385-4053, for VXDS MCU Master Control Units (WIN 11), XDS eRACU (WIN11), and one (1) day of on-site support for installation of MCU. The contract will be executed by means of other than full and open competition, due to Treality SVS LLC being the manufacturer and distributor of these products and services. Justification, Statutory Authority: Per RFO 6.103 Other than full and open competition. (a) Agencies may contract without providing for full and open competition under authorities specified in this section (see 10 U.S.C. 3204 and 41 U.S.C. 3304). RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The authority permitting the use of noncompetitive procedures is 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1). In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: Treality is the sole manufacturer and distributor of the XDS MCU and eRACU components. Based on direct communication with the OEM, Treality does not utilize a traditional IT product reseller network or third-party distributors. These highly specialized components are specifically engineered for integration into larger, complex mission systems and are exclusively sold direct to Government entities or approved system integrators. Awarding to any other source is impossible as the OEM strictly controls the distribution channel. The item to be purchased is vendor and model specific. It must be the XDS MCU Master Control Unit and XDS eRACU Remote Control Unit to interface with existing technology and licenses. The contract must include global 24.7 support for Severity 1 issues; fast response times for critical issues; unlimited number of support requests; remote support; online access to documentation / technical resources, knowledge base, discussion forums; and access to all software patches/updates/upgrades issued during the contract term. Maintenance contract term should be synchronized so all Support and Subscriptions become due at the same time (term). No other system can be utilized due to compatibility issues involving the SIL. The SIL that the hardware supports is a mission requirement that came out of F-22 mishap investigation which the Government is required to rehearse each mission with the test team within 48 hours of every mission. Each mission loss costs the F-22 CTF more than $250K when range, control rooms, and test team personnel are considered. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government�s requirement.
