Description
The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Sysmex America, INC. for commercial-off-the-shelf (COTS) Cost-Per-Result-Reportable (CPRR) Automated Hematology Analyzer System. The contract will consist of a base year and four (4) option years, and one (1) Optional six (6) Month Option; the period of performance for the base year is 01July2026 - 30June2027. Sysmex America, INC.'s XN-9100-202 is the only source available that utilizes fluorescent flow cytometry, which analyzes RNA and DNA content and intracellular cellular structures rather than relying solely on impedance and light scatter. This technology provides superior differentiation of white blood cell populations and improves identification of immature and abnormal cells, including blasts, atypical lymphocytes, and immature granulocytes. These capabilities support higher flagging accuracy, reduced manual smear reviews, and earlier clinical decision-making, directly impacting patient care quality and safety. Another feature is the RU 20 reagent dilution unit that has reduced diluent changes, inventory and storage. The RU is unique to Sysmex and offered by no other vendor. These features not only reduce the manual workload on minimal undermanned laboratory staff and minimal storage area needed, but increases, accuracy, efficiency, and readiness for regulatory audits within space constraints due to delays in renovation for NMCP�s laboratory. The total estimated value is $1,891,450.00. Market research has determined that Sysmex America, INC. has a strategically sourced Federal Supply Schedule contract V797D-40235 for CPRR Automated Hematology Analyzer System which is valid through 31August2029. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
