Description
This Request for Information is prepared in accordance with DFARS PGI 206.103?1 sources sought requirements. The proposed bridge contract is being processed on a sole?source basis. The applicable North American Industry Classification System (NAICS) code is 237990. The Regional Contracting Office (RCO) Bavaria intends to award a bridge contract on a sole?source basis to Proesl Bau GmbH (hereafter referred to as �Proesl�), located in 92676 Eschenbach, Bavaria, Germany. The bridge contract will be issued as a modification to the Civil and Structural Engineering Work Within the USAG Bavaria, Grafenwoehr Military Community Contract (W912PB23D8002). This modification will provide continuity for the operation and services supporting the Directorate of Public Works (DPW), U.S. Army Garrison (USAG) Bavaria, Grafenwoehr Military Community. Contract W912PB23D8002 was awarded on 15 July 2023 and currently has a performance end date of 15 July 2026. The period of performance will be extended through 14 July 2027. This proposed contract action is for services for which the Government intends to negotiate with only one responsible source under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302?1. FAR 6.302?1 states: �When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided.� Proesl is the only contractor with the capability to meet the critical and immediate schedule required to ensure uninterrupted support to USAG Bavaria and to avoid negative impacts associated with a lapse in coverage. The Government anticipates no change from the current contract in the type or scope of work. Due to the breadth and complexity of the requirements, the urgency of the mission, and the level of transition that would be required, it would be cost?prohibitive and schedule?prohibitive for any contractor other than the incumbent to assume performance while maintaining continuity of operations. Therefore, the bridge contract with Proesl is necessary to ensure continued support to USAG Bavaria. The place of performance is U.S. Army Garrison (USAG) Grafenwoehr. The bridge contract action is expected to be awarded no later than 14 July 2026. This notice does not constitute a request for competitive proposals. However, all responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
