NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Northern California Health Care System (NCHCS), hereby provides notice of its intent to award a firm fixed price, sole source procurement to: LBT Radiation Physics Consulting LTD Service Disabled Veteran Owned Small Business (SDVOSB) Requirement: Nuclear Medicine Services Medical Physicist Support The VA NCHCS requires continued, uninterrupted Medical Physicist services in support of its Nuclear Medicine program. These services include but are not limited to: Radiation safety oversight and compliance Annual and periodic testing of nuclear medicine equipment Dosimetry review and consulting Quality assurance and regulatory compliance support Technical expertise for Nuclear Medicine operations in alignment with VHA, NRC, Joint Commission, and state regulations Authority: This sole-source action is being pursued in accordance with FAR 6.302 5(b)(6) and 38 U.S.C. 8127, as implemented by VAAR 819.7007, which authorizes sole-source awards to verified Service Disabled Veteran Owned Small Businesses when the anticipated award value is within statutory thresholds and the vendor is determined to be a responsible source capable of fulfilling the agency s requirements. Rationale: LBT Radiation Physics Consulting LTD is a verified SDVOSB and has been identified as the only responsible source capable of meeting the medical physics requirements for the NCHCS Nuclear Medicine program without interruption to patient care or regulatory compliance. Due to the specialized nature of the services, the need for continuity, and the critical compliance functions required, competition is not practicable. This notice is not a request for competitive quotations. No solicitation will be issued. However, interested parties who believe they can provide equivalent services may submit capability statements. All responses must be received no later than the date/time listed below and must clearly demonstrate the ability to meet all technical and regulatory requirements of the NCHCS Nuclear Medicine Medical Physicist program. Response Deadline: May 05, 2026, 10AM PDT Responses Shall Be Sent To: James.Postell@va.gov A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
