Description
NOTICE OF INTENT TO SOLE SOURCE Notice ID: 75N98026Q00388 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies/equipment for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Dental and Craniofacial Research (NIDCR) intends to award a single source purchase order to Badger Gary J, Orleans, VT, for the acquisition Statistical Support Services. The National Institute of Dental and Craniofacial Research (NIDCR) seeks continued statistical support of the ongoing research designed to evaluate the effects of stretch on tumor growth using a breast cancer model. These services include, but are not limited to, consultation on experimental design, sample size and power calculations, statistical analyses and manuscript preparation. The subject, has been the Biostatistician for the Connective Tissue Section since 2019, bringing deep, unique and highly specialized knowledge of our mechanical effect on tumor and inflammation models. This expertise has been instrumental in experimental design, including sample size determination and power calculations, ensuring scientific rigor and reproducibility across studies. Advanced statistical analysis and data interpretation support is needed, along with clear and effective data representation that strengthens the quality and impact of the section�s research efforts, forward-moving NIDCR/NIH mission. The anticipated period of performance will be: June 1st, 2026 through April 1, 2027 The applicable North American Industry Classification System (NAICS) code for this acquisition is 541690 � Other Scientific and Technical Consulting Services and a size standard of $19M. NIDCR will solicit and negotiate directly with Gary Badger, and no solicitation will be issued. Interested parties may identify their interest and capability and must submit a capability statement. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 5 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 3 days of this notice, an award will be made to Gary Badger. This procurement is to be processed using Simplified Acquisition Procedures.
