Description

Notice of Intent to Sole Source The Marine Corps Regional Contracting Office (RCO) � MCI-NCR, Quantico, VA, hereby gives notice of its intent to award a sole source contract under the authority of FAR 19.1406, Sole Source Awards to Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns, to ATX Capital Partners, LLC (ATX Defense), located at 1212 Rio Grande Street, Austin, TX 78704. The Marine Corps Software Factory (MCSWF) requires continued access to consulting credits and vouchers to facilitate the education, mentorship, and maintenance of its current software development environment. Due to its unique organizational structure, the MCSWF is embedded within the U.S. Army Futures Command (AFC) Software Factory and is directly reliant on Army-provided facilities, equipment, software, and administrative support. ATX Defense is the only source capable of providing the necessary integration and continuity required for this specific Army-hosted mission environment. The anticipated NAICS Code is 611430 � Professional and Management Development Training. Special Notice Provisions Competitive Quotes: This is NOT a request for competitive quotes. Submission of Capability Statements: All responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Government Discretion: A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Purpose of Information: Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Submission Instructions Responses must be submitted via email to Kevin Guertin (kevin.guertin@usmc.mil) and Kellie Holley (kellie.holley@usmc.mil) no later than 29 May 2026, 0800 AM Eastern Standard Time. Late responses will not be considered.
