THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO INTERNATIONAL BUSINESS MACHINES CORPORATION (IBM), IBM EXPERT LABS DIVISION FOR MAXIMO UPGRADE. The United States Department of War (DoW), Washington Headquarters Services, Acquisition Directorate (WHS/AD), intends to award a firm-fixed-price contract on a sole source basis to International Business Machines Corporation (IBM), IBM Expert Labs Division, 1 New Orchard Road, Armonk, NY 10504 (CAGE Code: 30874, UEI: J64CSQTQNRC1), for migration, deployment, configuration, testing, training, and implementation of the IBM Maximo Application Suite (MAS) Manage platform. The anticipated award will be made under the authority of 10 U.S.C. 3204 as implemented by DARS 2026-O0020 RFO 6.103-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� The Government migration of its existing IBM Maximo Asset Management Version 7.6.1.3 environment to the IBM Maximo Application Suite (MAS) Manage platform while preserving the integrity of the Government's existing enterprise asset management solution, including Government-developed customizations, business workflows, system integrations, databases, security configurations, historical asset and maintenance records, and other mission-critical operational data. The migration must maintain operational continuity, data integrity, cybersecurity compliance, system interoperability, and manufacturer support throughout the implementation and transition. The Government's requirement is not for routine commercial software installation or standard implementation services. Rather, it requires specialized migration services involving IBM's proprietary Maximo Application Suite architecture, migration methodologies, deployment processes, product-specific engineering expertise, and technical resources necessary to migrate a highly customized IBM Maximo environment without compromising existing functionality, compatibility, or supportability. IBM is the original developer, intellectual property owner, licensor, and manufacturer of IBM Maximo Asset Management and IBM Maximo Application Suite. As the software owner, IBM maintains proprietary knowledge of the product architecture, engineering design, deployment methodologies, migration utilities, and technical resources necessary to perform this migration while preserving the Government's existing customizations and maintaining compatibility with the manufacturer's supported configuration. Although IBM Business Partners and authorized resellers may provide software licensing, implementation, or general integration services, the Government's market research did not identify any source that demonstrated the capability to provide the proprietary product knowledge, engineering resources, and technical access required to migrate the Government's highly customized Maximo environment while maintaining manufacturer support and satisfying all of the Government's minimum requirements. Award to any source lacking these capabilities would introduce unacceptable technical, operational, cybersecurity, schedule, and lifecycle risks, including potential degradation of Government-developed functionality, data integrity, system compatibility, and continued supportability. Accordingly, based on the Government's market research and evaluation of its minimum requirements, IBM is the only source identified that has demonstrated the capability to satisfy the Government's requirements without introducing unacceptable performance, technical, operational, or cybersecurity risk. The anticipated period of performance will be for one (1) 12-month period. The primary North American Industry Classification System (NAICS) code is 541512, Computer Systems Design Services. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
