Page 2 of 2 The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) at 1425 Tri State Parkway, Suite 140, in Gurnee, IL 60031 is issuing an updated pre-solicitation notice for a Design-Bid-Build Construction Project for the Great Lakes National Cemetery Phase II Development. This solicitation will be 100% set aside for Service Disabled Veteran Owned Small Businesses under Solicitation Number 36C10F19R0010. The purpose of this project is to enable the existing national cemetery to continue to provide burial services for eligible veterans in southeast Michigan. Great Lakes National Cemetery is in Oakland County, just north of Detroit near the town of Holly, MI This project will develop approximately 30 acres of undeveloped land to provide approximately 28,400 gravesites, including both casket and cremation sites in new burial sections. The project will include approximately 9,600 pre-placed crypt full casket gravesites, 300 oversized pre-placed crypt full casket gravesites; 6,500 pre-placed urn crypts with integral headstone support boxes, garden niche, or terrace sites; 12,000 columbarium niches; access roads and parking, new committal service shelter, grading, drainage, landscaping, signage and site furnishings, irrigation, new satellite public restroom facility; cemetery-wide electrical evaluation corrections/upgrades; upgrades/ improvements to maintenance complex, security upgrades, re-seal pavement sidewalk joints, replace assembly wall caps, repair/replace existing flower watering stations, energy efficiency upgrades, protected habitat preservation, wetlands mitigation, and Geographic Information System (GIS) Site Integration throughout cemetery. This notice is not a request for competitive offers. The point of contact is Jeff Gerbensky, reachable by email at jeffrey.gerbensky@va.gov. In the subject line of any e-mail sent, identify: GREAT LAKES NATIONAL CEMETERY PHASE II EXPANSION 36C10F19R0010. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM) intends to publish the upcoming Request for Proposals (RFP) and all subsequent amendments to this RFP through the vFedBizOps website. By registering at FedBizOpps (http://www.fbo.gov), Offerors will have access to these notifications, as well as download-able plans, specifications and amendments, which will be available only electronic format. It is the Offeror's responsibility to actively monitor the FBO website for any amendments to the RFP. Offeror's must be listed in the Vendor Information Pages at www.vetbiz.gov, and be currently registered in the System for Award Management, www.sam.gov. CFM plans to issue the solicitation at the end of May or early June 2019. The approximate project duration will be 1,004 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990, (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. Offerors may submit proposals with or without a Project Labor Agreement (PLA.) The PLA shall fully conform to the FAR Subpart 22.5 Project Labor Agreement for Federal Construction Projects and submitted in compliance with FAR 52.222-33 and FAR 25.222-34. No additional points or weight will be assigned to proposals submitted with a PLA in consideration of a proposal for award. CFM intends to conduct this acquisition in accordance Federal Acquisition Regulation part 15.101-- Best Value Continuum and 15.101-2-- Tradeoff Process.
