Description

The VA Great Lakes Acquisition Center (GLAC) intends to negotiate a single source contract with THE PSYCHOLOGY CENTER SC for Police Psychological Evaluations at William S. Middleton Memorial Veterans Hospital. The Government intends to negotiate a Firm-fixed Price Base Plus Four (4) Option Year Contract for these services. THE PSYCHOLOGY CENTER SC is the only provider who can provide these services in accordance with the needs of the Government. Law Enforcement psychological assessments needs are unique from department to department. The focus of THE PSYCHOLOGY CENTER SC (TPC) provides pre-employment screening for new law enforcement officers, as well as annual screenings for incumbent officers. The law enforcement hiring process is lengthy and complex. TPC s proximity in the Madison area makes them the only qualified vendor within proximity to continue to provide these evaluation services to the Madison, WI VA Police Service. Their ability to quickly respond to requested appointments makes them the only qualified vendor in Madison to continue to provide these evaluation services to the Madison, WI VA Police Service. TPC accommodates very short notice exams that are required to be done as soon as possible and has the flexibility to change the time frames of exams to match the rotating tours of our working staff. TPC also has the ability to contact our staff outside of normal duty hours to report back on findings from exams and to complete exams to assist with our hiring practices. These evaluations cannot rely upon scheduled/fixed appointments and technology for virtual appointments. The delays due to malfunctioning technology or long distant appointments could lead to shifts being understaffed until such issues can be resolved. The VA Police Service currently has several Fitness for Duty evaluations pending with TPC. These processes often extend over multiple months before final determinations are reached. Any interruption in continuity of service or delays caused by transitioning to a new provider, establishing referral pathways, or aligning scheduling availability would significantly increase the time required to complete these evaluations. These assessments frequently intersect operational decisions, workplace safety issues, officer readiness. Delays pose a substantial risk to maintaining essential staffing levels and the ability to provide police services. These evaluations must be completed on time, and final reports must be received and certified without delay. Officers who do not have current, valid annual certifications are legally unable to perform their duties. Given the department s already critically low staffing levels, the risk of any officer being rendered uncertified due to administrative or scheduling delays is unacceptable. The operational impact of losing even a single officer under current staffing conditions would create significant strain on shift coverage, response capabilities, and overall public safety. Therefore only one responsible source and no other supplies or services will satisfy the agency requirements. This acquisition will be conducted under the authority of FAR 6.3. This will be a firm fixed price base plus four option years contract for a purchase of Police Psychological Exam Services. The NAICS Code is 621330. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contract Specialist by 10:00AM (Central Time) 06/16/2026. SUPPORTING DOCUMENTATION MUST INCLUDE CONFIRMATION FROM SCRIPTPRO USA INC. THAT THE CONTRACTOR IS AN AUTHORIZED GOVERNMENT PROVIDER. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with the SCRIPTPRO USA INC.
