Description
PUBLIC NOTICE OF AVAILABILITY FOR LEASE Property: Rock Island Arsenal Railroad Bridge Corridor Location: Rock Island Arsenal, Rock Island, Illinois 61201 Offers Due: June 19, 2026 The U.S. Army Corps of Engineers (USACE), on behalf of the Department of the Army, is seeking expressions of interest for a non-exclusive, five (5) year lease of a railroad transportation corridor located at Rock Island Arsenal between Davenport, Iowa, and Rock Island, Illinois. The property consists of approximately 5,060 linear feet of railroad trackage and associated bridge structures, including Structure Numbers STR00228, STR00229, and STR00320, together with related appurtenances. The leased area encompasses approximately 3.485 acres (151,800 square feet) and includes the railroad corridor extending from the Government ownership boundary in Davenport, Iowa, across Government Bridge and the Sylvan Slough railroad bridge, to the connecting railroad right-of-way in Rock Island, Illinois. Intended Use Operation and maintenance of a railroad transportation corridor connecting Davenport, Iowa, and Rock Island, Illinois, including the movement of locomotives, railcars, freight, and other rail traffic; maintenance and repair of railroad tracks, bridge structures, signaling and communications systems; vegetation management; and other activities necessary to support railroad transportation operations. The lease will provide for the non-exclusive use of the railroad trackage, bridge structures, and associated appurtenances. Additional Lease Requirements The successful lessee will be responsible for operation, inspection, maintenance, repair, and regulatory compliance associated with the railroad corridor and related infrastructure, including Structures STR00228, STR00229, and STR00320, as specified in the lease instrument. Responsibilities include, but are not limited to, compliance with applicable Federal Railroad Administration (FRA) requirements, annual bridge inspections, track maintenance, vegetation management, reporting requirements, and maintenance and repair of designated railroad bridge and track components. Interested parties should be aware that the lease will contain detailed operational, maintenance, inspection, and safety requirements associated with continued railroad operations over Government-owned facilities. The lease will be issued pursuant to 10 U.S.C. � 2667 and subject to all applicable Federal laws, regulations, and Department of the Army policies. Interested parties must submit a written expression of interest describing their qualifications, proposed use, and railroad operating experience no later than June 19, 2026. The Government will evaluate all expressions of interest received and determine whether additional competitive procedures are necessary prior to entering into a lease agreement.
