Description
"This is a presolicitation notice only. This is not a Request for Proposal (RFP) and proposals are not being requested at this time. The Government will not view or consider proposals submitted in response to this presolicitation notice." Complete contractor level repairs, spare part manufacturing, technical support, and data applicable to the associated National Stock Numbers (NSNs) for the Identification Friend or Foe (IFF) Radar Transponder shop replaceable units (SRUs). The APX-119 are expected to remain in operation until 2030, with work underway to extend their lives past that date. The NSNs, part numbers, and estimated quantities are below: Best Estimated Quantities: NSN Part Number BEQ 38 5841-01-656-1177 407100-0514/4079100-0593 NSN Part Number BEQ 138 5841-01-645-6210 407100-0531 NSN Part Number BEQ 70 5841-01-614-7844 4079100-0518 NSN Part Number BEQ 55 5841-01-651-6247 4087561-0502 The contractor will perform depot-level repairs on the APX-119 Advanced Identification Friend or Foe (AIFF) Combined Interrogator Transponder (CIT) units and return to a serviceable condition. The contractor will: a. Test and identify failures b. Repair as needed to the SRU and LRU component level c. Perform operational test to ensure serviceable condition d. Provide applicable storage, program management, and maintain configuration control Services shall include teardown, analysis, repair, and testing of spare components, packing, handling, storage, transportation, data collection, engineering support, and services. Technical data distribution will be authorized by the Department of Defense and US DoD contractors. This acquisition does involve technology that has military applications. The current acquisition strategy involves the use of DLA's Raytheon Corporate Contract. The Government does not own or have access to the data for these items. The Government has determined that these systems/subsystems are non-commercial and commercial items. Samples of these items are not available for potential sources to evaluate. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor�s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. This document approves the award of Indefinite Delivery Contract (IDC) on a sole source basis to Raytheon to acquire repair services in support of the APX-119 system. This justification is made on class basis for orders placed against the resultant Indefinite-Delivery Requirements type contract. Due to the circumstances described herein, this activity requests authority to acquire the repair services listed in this Class J&A using Other Than Full and Open Competition (OTF&OC) as prescribed by FAR 6.302-1, Only One Responsible Source and No Supplies or Services Will Satisfy Agency Requirements. This action will result in an award of a one-year contract, that will be Firm Fixed Price (FFP), Requirements Indefinite Delivery Contract (IDC). The period of performance is 12 months, based on the projected contract award date, orders can be issued from approximately 02 September 2026 to 02 September 2027. The contract will include the terms of FAR 52.217-8, �Option to Extend Services.� This clause will allow for up to a 6-month extension to task order(s) period of performance. The extension will be the same work as in the original task order(s), therefore considered in-scope work.
