Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Government intends to award one purchase order. Solicitation number HT941026QE011is issued as a Request for Quotation (RFQ) for a firm fixed-price, non-personal service contract for Maintenance and Repair of Anesthesia Units at Brian D. Allgood Army Community Hospital and All Outlying Clinics, USAMEDDAC-Korea. This requirement is for a period of performance from 01 August 2026 through 31 July 2027 (Base Period), plus four (4), one-year option periods and FAR 52.217-8, Option to Extend Services. The proposed acquisition will be full and open competition. The NAICS code for this proposed procurement is 811210 and the annual size standard is $34M. No paper copies of the solicitation will be issued, and no solicitation mailing list will be compiled. NOTICE TO OFFERORS All sources may submit a quote as applicable. To comply with the US-ROK Status of Forces Agreement (SOFA) and USFK Regulation 715-2 (Local Sourcing Preference), the Government will evaluate quotes using a Tiered Evaluation process. Offerors must prominently state on the cover page of their quote whether they are submitting as a Tier 1 (Korean Local Source) or a Tier 2 (U.S./Off-Shore Source). Failure to clearly identify the appropriate Tier may result in the quote being deemed non-responsive. If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer. The contractor shall provide trained personnel for on-site support, to include labor, travel, tools, hardware, firmware, materials, supplies, parts and test, measurement, & diagnostic equipment (TMDE) necessary to perform all operations in connection with scheduled preventative maintenance (PM) and/or calibration (CAL) procedures as well as unscheduled repair visits as needed in order to maintain the listed equipment and/or its components if any, in a fully functional state, in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications. Any software updates provided by the OEM for covered equipment that enhances equipment functions and operations without hardware changes shall be installed. All equipment must be in compliance with Joint Commission (JC), HIPAA and the NFPA 99 Standard for Health Care Facilities. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Provision at 52.212-1, Instructions to Offerors -- Commercial, and its addendum applies to this acquisition and a statement regarding any addenda to the provision. The Commercial Item Evaluation Factors provision applies to this acquisition. Contract Requirements - The successful offeror shall be required to meet the requirements of the solicitation. Contractors shall provide pricing for Contract Line Item Numbers (CLINs) 0001, 1001, 2001, 3001, and 4001, along with sufficient technical information within their quote.
