Description
This requirement is for a firm-fixed price contract with 3-1 year Options for Adapter Set - Operational Flight Program Loading System; NSN: 7025-01-589-7067; Part Number 17G570827-1. The Basic is for Qty of 3 each (includes first article), Test Plan (1 LO), and Test Report (1 LO). The 3-1 year Options are based on Qty range of 1-2 each. The operational flight program loading system (OFPLS) currently provides capability to perform multiple operations on C-17 line replacement units (LRUS), both on and off aircraft. These operations include loading operational flight programs (OFPS), downloading, storing, or clearing non-volatile random access memory (NVRAM) fault data, and performing OFP integrity checks. This requirement will be a set-aside for Small Business. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFQ. All responsible Small Business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ. The RFQ will be released on 02 April 2019 with a proposal response deadline EXTENDED to 03 May 2019. The RFQ and all attachments will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov/).
