This Performance Work Statement (PWS) is for mobile wireless and cellular telecommunication solutions to support official, mission-essential duties for military, U.S. civilian, and designated contractor personnel across the NAVFAC Marianas Area of Operations (AO), which includes but is not limited to Guam, the Commonwealth of the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), Palau, and Yap. The unique geographic dispersal and strategic importance of this region demand robust and resilient communication capabilities. This PWS establishes the performance-based requirements to ensure the contractor's solution maintains command and control, supports daily administrative functions, and provides surge capacity for contingency operations. Scope: The contractor shall provide all necessary resources, including but not limited to labor, management, supervision, tools, materials, equipment, and transportation, to fulfill the requirements outlined herein. The scope encompasses the provision and management of cellular services (voice, data, text), the supply and lifecycle management of mobile devices (e.g., smartphones, tablets, Mi-Fi hotspots), support for network infrastructure, and enterprise mobility management integration. This is a performance-based.
