Description
The 85 Fighter Group requires low-cost, low footprint emitter systems to enable high end training at Ebbing ANGB, AR as directed by Program Action Directive (PAD) 23-04. This PAD states "the USAF will fund Ebbing ANGB infrastructure to conduct US training exercise activities." This includes Agile Combat Employment (ACE) that requires effective employment in unfamiliar airspace that includes robust training threats. Additionally with PAD 23-04 the additional emitters will be used to support Large Force Employment Exercises to provide capstone training to other Formal Training Units. These requirements have the 85th FG seeking to procure a C-band, and X-band DART systems. The Government intends to award this requirement to Disruptive Electronic Warfare Machines, LLC (CAGE: 9LRS9) on a single-source basis pursuant to RFO 6.103-5(c)(2). The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
