Indiantown Gap National Cemetery � Maintenance Building Design/Build Project Construction Management Support and Inspection Services Project No. 813CM3028 � Annville, PA THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for market research to identify qualified firms or individual inspectors capable of providing combined Construction Management Support and Inspection Services for the upcoming Maintenance Building Design?Build (D/B) project at Indiantown Gap National Cemetery. No award will be made from this notice. Due to the limited size and scope of constructing a single maintenance building, the Government intends to determine whether one qualified on?site inspector can perform both the inspection duties and the construction management support functions described below. PROJECT OVERVIEW � Location: Indiantown Gap National Cemetery, Annville, PA � Project Type: Construction of a new Maintenance Building (Design?Build) � Performance Period: 240 calendar days from Notice to Proceed � Work Hours: Monday�Friday, 8:00am�4:30pm (excluding federal holidays except Memorial Day and Veterans Day) � Role Structure: One inspector performing field inspection and limited construction management support SCOPE OF REQUIRED SERVICES The Government anticipates the need for a single professional who will serve in a dual?function role: 1. Construction Inspection Services (Primary Role) The inspector shall: � Conduct regular on?site inspections throughout construction � Evaluate quality and quantity of work performed � Verify compliance with drawings, specifications, and contractor submittals � Document deficiencies, non?compliant work, and corrective actions � Maintain detailed daily inspection reports, including labor/equipment counts, activities, safety issues, testing performed, and materials delivered � Take and catalogue a minimum of 10 progress photos per visit, noting date, time, location, and description � Monitor materials delivered, their condition, and conformance with approved submittals � Participate in pre?installation and milestone inspections � Support preparation of punch lists and verification of corrective work � Assist with closeout requirements including inspections, documentation, and turnover items 2. Construction Management Support (Secondary Role) The inspector will also support the VA Project Manager by: � Reviewing contractor submittals and shop drawings for accuracy and compliance � Tracking, updating, and maintaining logs for submittals, RFIs, changes, testing, and project schedules � Reviewing contractor monthly invoices and verifying work?in?place against the provided schedule of values � Assisting with review and processing of RFIs � Reviewing schedule updates, flagging delays, and advising Government staff � Participating in bi?weekly construction progress meetings � Maintaining organized electronic project documentation including daily reports, photos, meeting minutes, test reports, submittals, and closeout records � Supporting assessment of potential contract modifications, cost changes, and claims � Supporting pre?construction survey documentation and coordination with cemetery staff � Assisting with verifying permit status and ensuring permits are closed out at project completion QUALIFICATIONS REQUIRED Respondents must demonstrate that the proposed inspector meets the following minimum qualifications: Education & Competency � Background in construction management, civil engineering, architecture, or relevant construction experience � Ability to interpret construction documents, specifications, and schedules � Knowledge of construction testing requirements (earthwork, concrete, asphalt, steel, masonry, etc.) � Strong documentation, reporting, and record?keeping skills Preferred certifications (not mandatory but highly desirable): � Construction Quality Management (CQM) for Contractors � OSHA 30 � ICC or NICET certifications � Engineering?in?Training (EIT), Certified Construction Manager (CCM), or equivalent Experience � Minimum 5 years of experience inspecting multi?million?dollar construction projects � Experience with building construction, site improvements, utilities, and facility work preferred � Experience working on federal construction projects desirable � Experience supporting contractor activities on Design?Build projects is beneficial Local Availability � Ability to be physically present on site regularly (minimum several days per week) � No housing will be provided; local or daily commuting availability required Technical & Administrative Capability � Ability to prepare daily inspection reports, photo documentation, and discrepancy lists � Ability to review submittals, RFIs, schedules, cost documents, and testing records � Ability to participate in meetings and coordinate with project stakeholders � Ability to support change order evaluations and cost/schedule reasonableness assessments REQUESTED SUBMISSION FROM INDUSTRY Interested firms or individuals should provide: Company name, contact information, and point of contact Business size classification (SDVOSB, VOSB, SB, Large Business, etc.) R�sum� of the proposed inspector demonstrating required qualifications Description of relevant experience on similar construction projects Statement confirming ability to perform BOTH inspection and construction management support duties Statement confirming ability to attend the site multiple days per week UEI and CAGE Code (if applicable) SUBMISSION INSTRUCTIONS Email responses to: Daniel Kinney Contracting Officer National Cemetery Administration Email: Daniel.Kinney@va.gov Subject Line: Sources Sought � Indiantown Gap NC Maintenance Building � Construction Management Support & Inspection Services (813CM3028) Please limit capability statements to 10 pages or fewer.
