Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. It is the sole responsibility of all offerors to frequently check this posting on SAM.gov for any amendments, updated attachments, or changes to this solicitation. Failure to acknowledge and comply with posted amendments may result in a quote being deemed non-responsive. ASRC Federal Gulf State Constructors, LLC (AFGSC) (Prime Contractor) for the Government intends to award a Firm-Fixed-Price contract for the removal and replacement of damaged flame-retardant (FR) canopy fabric and associated hardware at the Slicer Pit, facility F930. The contractor shall furnish all supervision, labor, equipment, consumable materials, supplies, tools, and incidentals necessary to complete all work in accordance with the attached Statement of Work (SOW). All work must comply with OSHA, Air Force safety requirements, and applicable environmental handling requirements provided in SOW. Funding Notice: Funds are not presently available for this requirement. No award will be made until funds are available. AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or Government cancels this solicitation, AFGSC nor the Government has no obligation to reimburse any offeror for any costs. Quote Validity: Quotes must remain valid for 90 days after the solicitation close date of July 2, 2026. This extended timeframe will provide the government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process. Offers providing less than 90 calendar days for validity will not be considered or accepted. Bid Requirements: The completed bid form in attached SOW packet (Appendix B) must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than July 2, 2026 at 11:00 AM CST. No offers will be considered or accepted after the dead line. Basis for Award: Award will be made to the Lowest-Priced Technically Acceptable (LPTA) offeror. Technical acceptability requires (but not limited to): � Full Compliance with all requirements in the SOW (materials, installation, safety, environment) �Use of FR canopy fabric meeting specifications in Appendix C �Ability to meet the 55-day performance schedule �Compliance with all base access, security, and safety provisions in the SOW. Award will not be made unless adequate funding is obtained. AFGSC or the Government may cancel this solicitation if funding does not become available. Questions and Answer (Q&A) Requirements: A Question and Answer (Q&A) Form is attached to this solicitation. All vendor questions must be submitted using the form only. Questions submitted in any other format will not be accepted. The deadline for submitting questions is June 16, 2026 at the close of business (COB). All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award.
