Description
This is a PRE-SOLICITATION NOTICE for a commercial acquisition using FAR Parts 12 and 15. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL AN RFP IS POSTED TO THE SYSTEM FOR AWARDS MANAGEMENT (SAM) WEBSITE. This procurement will be solicited as a TIERED EVALAUTIONS INCLUDING LARGE BUSINESS CONCERNS. The tiered set-aside based on an order of priority as established in 38 U.S.C. 8127 under the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled, and the requirement will be re-solicited. The Department of Veterans Affairs (VA) intends to issue a Request for Proposals (RFP) on-or, about January 23, 2026, for the acquisition of U1 marble blank markers in support of VA s Memorial Product Services (MPS). The National Cemetery Administration (NCA) furnishes headstones, markers, niche covers, and medallions (monuments) for deceased veterans worldwide. Memorial monuments are also furnished to memorialize veterans whose remains are non-recoverable. The purpose of this requirement is to manufacture and distribute marble blanks to cemeteries which have on-site inscription programs nationwide CONUS. Currently there are 16 locations for receipt but that is subject to change. The agency is contemplating single award of an Indefinite-Quantity Indefinite-Delivery (IDIQ) contract with Firm fixed price (FFP) task orders to the contractor whose submission represents best value to the Government. The North American Industry Classification System (NAICS) code for this requirement is 327991 Cut Stone and Stone Product Manufacturing. Interested parties shall be registered in the System for Award Management at (www.sam.gov). Any future amendments and other miscellaneous documents will be available electronically for download on the SAM website. No paper copies of the pre-solicitation/solicitation will be available, and no telephone requests for paper copies of the pre-solicitation/solicitation will be accepted. Interested Proposers are advised to continuously check the URL for any changes to this solicitation. NOTE: The Government is not seeking pricing at this time. This notice does not constitute a Request for Proposal (RFP), nor any other commitment by the Government and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Any costs incurred by interested parties will NOT be reimbursed.
