Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 In accordance with FAR 538.7104-3 this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the small business manufacturer, Government Scientific Source, located at 12355 Sunrise Valley Dr. Reston, VA 20191: A1C Hemoglobin Cost per Reportable Result, one-year FSS Task Order This requirement is for a follow-on, one-year, FSS Task Order for A1C Hemoglobin Cost per Reportable Result, wherein the usage of the contractor-owned analyzers, along with the reagents, supplies, consumables, maintenance, repairs and training are all included in the price of the per reportable test. A one-year FSS Task Order for A1C Hemoglobin testing on a cost per reportable result basis is needed for Oklahoma City VA Health Care System, Eastern Oklahoma VA Health Care System (Muskogee), Lawton/Fort Sill VA Clinic, Ernest Childers VA Clinic and James Mountain Inhofe VA Medical Center. This requirement will be awarded as a sole source to Government Scientific Source (a small business) as a follow-on, one-year FSS Task Order for A1C Hemoglobin CPRR testing. Oklahoma VA labs currently have GSS analyzers installed in their lab facilities from the previous solicitation that was conducted in 2023 and against FSS-BPA 36C25923A0031 awarded July 10, 2023. The original FSS-BPA was awarded for base plus four option years but the FSS contract the BPA was awarded against expired summer of 2025. Therefore, option 3 beginning July 1, 2026 will not be awarded. To continue testing on the currently installed analyzers, a one-year FSS Task Order will be awarded as a sole source to GSS and their new FSS contract 47QSMS25D00A9. The associated North America Classification Systems (NAICS) Code is 334516 and the Business Size Standard is 1000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 12:00 PM Mountain Time, Monday, July 6th, 2026. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. Responses to this notice are to be sent to Juanita.Street@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
