Description

PTAG 6.1.1 Notice of Intent for Sole Source ACQ-26-0614 November 13, 2025 The USPTO intends to award the Employee Incentive Awards/Promotional Items support services contract. For this procurement, the USPTO is exempt from the Competition in Contracting Act (CICA) as the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C.2(b)(4)(A). The USPTO intends to negotiate and award a multiple award Blanket Purchase Agreement (BPA) for these services to two vendors; Lista Design Studio, Inc., a Women Owned small business, under NAICS 541870, and 4Imprint Inc., a business under NAICS 541870 in accordance with the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and 35 U.S.C. � 2(b)(3) and the Government Employees Incentive Awards Act (including 5 U.S.C. � 4503). This requirement is for the USPTO employee incentive program and incorporates branded items utilizing the USPTO trademarked logo. This contract will also allow USPTO to efficiently procure Government Furnished Equipment (GFE) necessary to outfit employees with the appropriate equipment to perform their jobs. All items must be able to be certified to the Buy America Act (BAA). This notice of intent is not a request for competitive proposals nor will a solicitation be issued to the public.
