Description
USACE: Portland District Oregon Washington Clamshell Dredging Sources Sought: This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future dredging maintenance requirements. The U.S. Army Corps of Engineers (USACE) � Portland District is requesting your help in identifying dredges with the capability and availability to respond to critical dredging work required for the following project/locations: OR/WA Clamshell Maintenance Dredging 2026: Chetco, OR: 15 July 2026 � 31 October 2026 Port Orford, OR: 1 May 2026 � 31 October 2026 Baker Bay, WA: 1 August 2026 � 15 December 2026 Chinook, WA: 1 August 2026 � 15 December 2026 Skipanon River, OR: 1 August 2026 � 15 December 2026 Skamokawa Creek, WA: 1 August 2026 � 15 December 2026 Wahkiakum Ferry Channel, WA: 1 August 2026 � 15 December 2026 Longview Turning Basin: 1 June 2026 � 15 December 2026 Willow Grove Boat Basin: 1 October 2026 � 31 December 2026 * Longview Turning Basin must be completed prior to, or in conjunction with, dredging at Port of Longview Terminal if both options are awarded. Old Mouth Cowlitz, WA: 1 September 2026 � 1 December 2026; however, the Government would prefer that the work be completed by 1 November 2026. Port of Longview, WA: The dredging in-water work window is from 1 October to 31 December 2026. The in-water work window for placement site W-56.1-IW is from 1 October to 31 December 2026. The in-water work window for placement site O-59.9-SW is from 1 November to 31 December 2026. Lower Vancouver Anchorage, WA: 1 August 2026 � 31 January 2027 Oregon Slough Lower: 1 August 2026 �15 December 2026 USCG Cape Disappointment, WA: 1 August 2026 � 31 January 2027 *The total approximate scope is 484,150 cubic yards. **Does include optional CLIN�s SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT Vendors interested in this requirement(s) with Portland District must submit the documentation and meet the requirements identified below. A. General Submission Information: 1. Point of Contact name, email address, and phone number. 2. CAGE Code and Unique Entity ID number (All contractors are required to be registered in the DOD System for Award Management (SAM) via https://www.sam.gov). 3. In the event that the contractor is a small business under NAICS 237990 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 4. Statement of Capability (SOC) Statement of the contractor�s skills, knowledge, experience, and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with dredging.
