Description

The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, Neutral Services Supporting the Nuclear Regulatory Commission Office of Enforcement�s Alternative Dispute Resolution Program. The Administrative Dispute Resolution Act (ADRA) encourages the use of Alternative Dispute Resolution (ADR) techniques by Federal agencies to resolve disputes arising under programs they administer [5 USC 571 et seq., Pub. Law 104-320]. In 1992, the U.S. Nuclear Regulatory Commission (NRC) issued a policy statement expressing its support for the use of ADR in its programs, where appropriate [NRC Policy Statement, Alternative Means of Dispute Resolution, 57 Fed. Reg. 36.678, Aug. 14, 1992]. In 2004, the Commission incorporated the use of ADR in its Enforcement Program in order to achieve more timely and economical resolution of issues, more effective outcomes, and improved relationships. The NRC Office of Enforcement (OE) oversees, manages, and develops guidance for the ADR program. OE has chosen mediation as its ADR method. The objective of this contract is to continue the successful implementation of OE�s ADR program including comprehensive case management services from initial contact by a potential party through completion of a potential settlement agreement. These services shall include: An intake neutral services to process each case in a timely and efficient manner and Maintenance of a nationwide roster of highly qualified individuals available to perform sessions of neutral services�on short notice�to aid the parties in resolving disputes related to the OE�s ADR program. The North American Industry Classification System (NAICS) code for the services required is 541990 All Other Professional, Scientific, and Technical Services. Request for Proposal (RFP) No. 31310026R0006 will be posted on, or about, the week of February 2, 2026 as full and open competition under FAR Part 12. Closing date for receipt of proposals will be on, or about, 30 days thereafter. RFP No. 31310026R0006 will be distributed solely through the SAM.gov website, All future information about this acquisition, including solicitation amendments will also be distributed solely through the SAM.gov website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the SAM.gov website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541990 listed above) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220. In accordance with FAR 4.203, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
