Emergency - Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Spring Creek NFH intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to: Zorza, Inc. 4195 Douglas Fir DR Hood River, Oregon 97031 The North American Industry Classification System (NAICS) code for this requirement is 561730, Landscaping Services. The objective of this emergency sole source award is to immediately remove dead, damaged, and structurally compromised trees that pose a direct threat to public safety, U.S. Fish and Wildlife Service personnel, property, and critical infrastructure. Several hazardous trees have been identified on Service property, and their condition presents an imminent risk of injury, structural damage, and disruption of operations. Due to the urgent nature of this requirement, it is imperative that removal services be initiated without delay. Zorza, Inc. has been selected to perform this work based on their proven ability to respond rapidly to emergency situations, their familiarity with the site, and their specialized equipment and expertise in hazardous tree removal. Zorza, Inc. has previously completed similar work for the Service and has demonstrated reliability, safety compliance, and technical proficiency under time-sensitive conditions. Engaging Zorza, Inc. ensures that the hazardous trees will be removed promptly and professionally, mitigating the risk of injury or damage and maintaining continuity of operations. Any delay in addressing this issue could result in significant harm to personnel, property, and mission-critical services This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
