SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (RFI) Refuse and Recycling Collection Services � New Melones Lake, CA 1. Purpose The Bureau of Reclamation is conducting market research to identify potential sources capable of providing refuse and recycling collection services at New Melones Lake, Glory Hole Recreation Area, Calaveras County, California. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a commitment by the Government. ________________________________________ 2. Background The Government requires refuse and recycling services to support public health, sanitation, and safe operations across federally managed recreation areas. Services occur at geographically dispersed locations within the Glory Hole Recreation Area (campgrounds, day-use areas, boat ramps, and support facilities). Solid waste collection within Calaveras County is subject to a county administered franchise system (Calaveras County Ordinances 2510 and 2817, Title 08 Health and Safety, Chapter 8.12). The Government understands that California Waste Recovery Systems, LLC is currently authorized under the county franchise to provide solid waste collection and disposal services within the applicable service area. The purpose of this notice is to determine whether any other firms have the legal authority and operational capability to perform refuse and recycling collection services within the county�s franchised service area and meet the Government�s requirements. ________________________________________ 3. Scope (Summary) The required services include, but are not limited to: � Servicing up to 28 dumpsters across multiple recreation sites � Providing, maintaining, and replacing contractor furnished refuse and recycling dumpsters � Providing a 20 cubic yard bin as needed (up to 8 times per year) � Performing scheduled and on call collections, including peak-season support � Responding to additional service requests within 72 hours � Managing proper transport and disposal of waste and recyclables � Complying with all applicable federal, state, and local environmental, health, and safety requirements ________________________________________ 4. Capability and Authorization Information Requested Interested firms shall submit a capability statement addressing the following: � Business name, point of contact, and socioeconomic status � UEI and CAGE Code � Demonstrated capability to perform refuse and recycling collection services of similar size, scope, and complexity � Legal authority to perform refuse and recycling collection services in Calaveras County, including identification of any franchise authorization, subcontracting arrangements, or other legal basis to provide services within the project area � Experience performing similar services at recreation areas, parks, or other public use land management settings ________________________________________ 5.
