THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR A REQUEST FOR QUOTE (RFQ). THE DEPARTMENT OF VETERANS AFFAIRS IS NOT SOLICITING OFFERS OF ANY KIND. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THE RFI OR OTHERWISE PAY FOR THE INFORMATION REQUESTED. RESPONSES WILL BE TREATED AS INFORMATION ONLY AND NOT AS A PROPOSAL All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.101(c)(3)(i), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. In accordance with Federal Acquisition Regulation (FAR) Part 10 (Market Research), the Department of Veterans Affairs is conducting market research to ascertain if there are verified Service-Disabled Veteran Owned Small Business (SDVOSB) concerns that have the capability to provide Magnetic Resonance Safety Expert (MRSE) services to participating government facilities found in Veterans Integrated Service Networks (VISNs) 15 and 23 at a fair and reasonable price. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veterans Affairs (VA) has a requirement for MRSE services to the government facilities located in VISNs 15 and 23. The Contractor shall provide all personnel, materials, supplies, certifications, supervision, and all other necessary support to provide MRSE services for the VHA� MIDCON� upon request.� � The services may include, but� not� limited to:� Provides consultation on MR safe imaging of implanted medical devices and provides guidance, calculations and quantification information as needed. Assists in development and maintenance of MR Safety and QA programs. Provides consultation to Magnetic Resonance Safety Officers (MRSO) and Chief of Radiology on the development of MRI protocols to allow safe imaging of patients with MRI conditional implanted devices. Actively participates in the planning, installation, and acceptance of new MR equipment. Serves as the VAMC subject matter expert for FboNotice cause analysis or administrative investigations related to MR adverse events. The Contractor, in his or her capacity as the MRSE, shall serve as a resource for Chief of Radiology. or MRSO when needed for consultation to answer MR safety questions/concerns. The MRSE shall attend quarterly MRI Safety Committee meetings conducted via MS Teams. Virtual: Participating sites to receive advice and guidance through either calls utilizing a contractor provided toll-free number, chats, or another messaging service such as Microsoft TEAMS. The Contractor shall provide only qualified personnel,� certified by American Board of Magnetic Resonance Safety (ABMRS) or an equivalent organization with proof of certification.� � The primary contractor must have a minimum of three (3) years experience providing MRSE services.� � The Contractor shall ensure all personnel performing under this contract are able to read, write, and speak English fluently. All personnel must have the ability to effectively communicate orally via telephone and MS Teams communications as well as via email communications. If an unforeseen emergency should occur that would require absence of the assigned MRSE, the proposed substitute shall have comparable qualifications to those of the person being replaced.� This is expected to be a virtual service. Contractor personnel shall work off-site (remote, i.e., home or contractor s office). Contractor personnel are not required to report to a government facility for routine work. Travel will not be required under this requirement. Please review the Attachment 1: Draft Performance Work Statement (PWS) for additional information. The purpose of this notice is to determine interest and capability of potential verified SDVOSB concerns relative to the North American Industry Classification code (NAICS) 541690 (Other Scientific and Technical Consulting Services) with a size standard of 19 million. To make an appropriate acquisition decision for this requirement, the Government will use the response to this RFI. The type of solicitation to be issued and the manner of advertisement will also depend on the response to this RFI. To be considered a SDVOSB concern, offerors shall be verified in www.SAM.gov. Responses to this RFI shall be sent via emailed to lenny.flagg@va.gov no later than 2:00 PM ET, July 2, 2026. Please include 36C24C26Q0011 - MRSE Services RFI Response in the subject line of all correspondence. Telephone inquiries will not be accepted. Questions received after the specified date and time may not be considered. Please provide your responses on the attached MRSE RFI Questionnaire Attachment (See Attachment 2 MRSE RFI Questionnaire).
