Description
This is a combined Sources Sought and Request for Information (RFI) issued in accordance with FAR Part 10 for market research purposes only. This notice does not constitute a solicitation, does not commit the Government to issue a solicitation, and no contract will be awarded from this announcement. Responses are strictly voluntary. The Department of the Treasury, Internal Revenue Service (IRS), is conducting market research to identify qualified contractors capable of providing Enterprise Logistics Information Technology (ELITE) Support Services. The requirement supports the IRS National Distribution Center (NDC) and campus locations using the ELITE logistics system. The ELITE system supports order management, warehousing, transportation rate shopping, inventory forecasting, inventory control, and operational reporting. A Draft Performance Work Statement (PWS) is provided for market research purposes. This notice is for information-gathering purposes only and does not constitute a solicitation. The IRS seeks industry feedback on: Contractor capabilities to perform the scope outlined in the draft PWS. More specifically, to support, maintain, enhance, and integrate the ELITE/Softeon system. Experience with similar logistics/warehouse management systems. Technical expertise/experience working with ELITE/Softeon products. Experience developing and supporting system interfaces and data exchanges. Recommendations regarding contract type, labor categories, and feasibility of the draft PWS. Confirmation of business size and socioeconomic status under NAICS 541519 (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.). Responses should also include all current contract vehicles (ex. GSA or GWAC contracts). Response Instructions: Interested contractors should submit a capability statement addressing the areas outlined in this Notice. Responses should not exceed five (5) pages, use 12-point Times New Roman, and be submitted in PDF or Word format. Due Date: Responses are requested no later than December 1, 2025, 3:00 PM EST.
