Description

The Defense Health Agency (DHA) intends to negotiate on a sole source basis with The Joint Commission, located at 1 Renaissance Boulevard, Oakbrook Terrance IL 60181-4294, using procedures in Federal Acquisition Regulation (FAR) Part 15 and FAR Part 12 to accomplish the Medical Health Facilities Accreditation Services (HFAS). The requirement includes accreditation of facilities throughout the whole of the Military Health System, including at least 46 hospitals, 87 free-standing ambulatory clinics, one home health program and 35 behavioral health clinics. Hospital surveys include ambulatory clinics and behavioral health clinics. Dental clinics are also included, with the potential to increase the number of such clinics by 139 locations. A potential increase in behavioral health clinics is also expected under the resulting contract. The contracted services support maintenance of accreditation through tools to support continuous compliance and knowledge/skills development for DHA Medical Treatment Facilities (MTFs), Network, Headquarters, and Service staff. The tools support self-assessment for use by DHA MTFs, Networks, and Headquarters to determine and document compliance with standards, identify specific risk points, and analyze organizational and enterprise performance to develop strategies for clinical quality improvement. Training and skill development topics include the accreditation and certification requirements, standards, survey process, industry accreditation trends, reporting and identified areas on non-compliance. The statutory authority for other than full and open competition is 10 USC 3204(a)(1), as implemented under FAR Part 6.302-1(a)(2)(iii)(A). The North American Industry Classification System (NAICS) code for this acquisition is 813920 � Professional Organization, which has a business size standard of $23.5 million dollars. This is not a solicitation for competitive offers, nor will one be posted on the Government Entry Point, SAM.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice are solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may submit a written notice expressing their comprehensive understanding of the requirement along with a narrative statement of the company�s capabilities, including technical information to support the company�s ability to meet the requirement. Please note, the capability statement must contain material in sufficient detail to allow DHA to determine if the party can meet all of the requirements.
