Description

The Albuquerque Area Laboratory Programs would like to contract with ALCOR for continued lease of iSED Elite and miniiSED analyzers. Leased contract will include testing equipment, consumables/supplies, and maintenance/PM services. Contract request is not for new analyzers or equipment. Contract price must include equipment, consumables, annual services, and freight charges. Contract will be to lease analyzers for one (1) year. Contract will be a firm fixed priced contract in the amount of $58,875.00. This justification for other than full and open competition is conducted pursuant to 41 U.S.C. 3304(a)(2), as implemented by RFO - FAR 6.103-2, "Unusual and Compelling Urgency." This acquisition is conducted in accordance with RFO - FAR Part 12 procedures applicable to acquisitions below $9 million. The Government requires the immediate issuance of an emergency contract to ensure continuity of patient care and the uninterrupted delivery of essential laboratory services while a long-term contract, consisting of a base period and four option years, is being developed and awarded. A delay in contract award would pose a substantial and unacceptable risk to all federal laboratory facilities within the Albuquerque Area, potentially resulting in the discontinuation of in-house laboratory testing for Erythrocyte Sedimentation Rate (ESR). Such disruption would adversely impact clinical operations and compromise the Government's ability to meet its mission requirements for patient care. Due to the urgent and compelling nature of the requirement, and the need to avoid any lapse in critical laboratory services, the Government must proceed with a sole source acquisition. The selected contractor is the only responsible source capable of providing the required services within the necessary timeframe to prevent disruption. Full and open competition would result in unacceptable delays and is therefore not in the best interest of the Government.
