Description
NASA GSFC has a requirement for the continuation of Earth Observing System Data and Information System (EOSDIS) Evolution and Development 3 (EED -3) services. NASA/Goddard Space Flight Center (GSFC) plans to award a sole source modification to award a one (1) year extension and increase the maximum ordering value to the Earth Observing System Data and Information System (EOSDIS) Evolution and Development 3 (EED3) contract. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC21C001, with Raytheon Company. The scope of work under this contract requires the contractor to support development, maintenance, and operations of EOSDIS, including several Distributed Active Archive Centers (DAACs), and to continuously improve reliability, availability, functionality, operability, and performance of hardware and software systems within the EOSDIS while reducing operational and maintenance costs. The most significant driver of new requirements under EED-3 has been support for the Surface Water and Ocean Topography (SWOT) and the NASA-ISRO Synthetic Aperture Radar (NISAR) mission and the decommissioning of the EOSDIS Core System (ECS). These missions have been the impetus for new and significant EED-3 requirements to investigate, prototype, and begin transition of large components of EOSDIS infrastructure from on-premises information technology infrastructure to the commercial cloud. The current contract expires on January 31, 2027, and it is necessary to issue this one (1) year extension and increase the maximum ordering value in order to allow for continued performance while the follow-on procurement is being conducted. The Draft Request for Proposal (DRFP) for the Earth Science Data and Information System (ESDIS) Next (ENX) procurement is in progress and expected to be released by the Summer of this year. NASA GSFC intends to issue the modification on a sole source basis to Raytheon Company in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.� The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m., Eastern Standard Time, on June 18, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
