Integrated Vegetation Management for Bonneville Unit Mitigation Lands - IDIQ - This solicitation will replace the prior announced pre-solicitation notice under 140R4025Q0024. Sources Sought 1. Notice This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total small business set-aside. The proposed North American Industry Classification Systems (NAICS) Code is 541620, Environmental Consulting Services, which has a corresponding size standard of $19M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBzone, Women-Owned, and Indian Small Business Economic Enterprise (ISBEE), and small business concerns. The Government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Description The objective of this contract is to acquire contractor services to manage vegetation and control noxious and invasive weeds on lands administered by the Utah Reclamation Mitigation and Conservation Commission (Commission) and U.S. Bureau of Reclamation (Reclamation) for the Bonneville Unit of the Central Utah Project (CUP) in and around central and northeastern Utah. The size and complexity of the potential project areas to be treated is variable; some are small and relatively simple (e.g. all similar elevation and topography) while others may consist of steep-sided uplands, stream corridors and riparian areas and wetlands. The tasks that may be ordered include an Initial Assessment of the Project Area, Additional Assessments of the Treatment Areas, Treatment of the Areas, and Annual Reporting. See attached draft Performance Work Statement (PWS) for additional information. 3. Requested Responses Interested small business sources should include the following information in their response: a) A summary of your company including name, address, point of contact, UEI number, and business size including any small business classifications. b) A summary of your company's qualifications and experience, including a list of projects that have been completed within the last five years or are currently in progress that are similar to the effort described in this Sources Sought, along with a brief description of the work. c) Any additional questions or comments vendor has about the project. 4. Response Procedures This is NOT a request for proposals/quotes and is NOT to be construed as a commitment by the Government. Responses to the sources sought notice will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this notice. Responses to this request for information are strictly voluntary and will not in any way effect the ability to submit a proposal or offer, nor will it have any effect on the evaluation of any contractor's response to a future solicitation should one be issued. Responses to this notice should be submitted to Brandi Clark, Contract Specialist, at brandiclark@usbr.gov by 5:00PM MST on January 29, 2025. Prospective Contractors must be registered and must maintain an active registration in the System for Award Management, (SAM), as required by FAR 4.1102. Prospective contractors must be registered in SAM prior to submitting a proposal/quote. Lack of registration in the SAM database will make an offeror ineligible for prospective award. Information on SAM registration can be obtained via the internet at http://www.sam.gov.
