Description

Pre-solicitation Synopsis: The Department of the Interior (DOI), United States Geological Survey (USGS), Albuquerque Seismic Lab, New Mexico, seeks to award a firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for seismic equipment described in the attached technical specifications. The U.S. Geological Survey (USGS) has a requirement to purchase earthquake and volcano monitoring systems, including integrated systems (containing both sensors and data acquisition units (DAUs)) and systems comprised of separate DAUs and sensors (either strong motion sensors or broadband sensors). This equipment will support the Global Seismographic Network (GSN), the Advanced National Seismic System (ANSS), regional networks, and the USGS Volcano Program to serve the needs of earthquake and volcano monitoring, engineering, and research communities as well as national, state, and local governments, emergency response organizations, and the public. Specifications Note: The systems must be existing, upgraded, or improved versions of models which can be purchased "off-the-shelf" and of a type or types that have been utilized in previous deployments for periods of not less than six (6) months. The required instrumentation systems consist of three components: (1) a triaxial force-balance accelerometer, triaxial strong-motion velocity seismometer, or triaxial broadband seismometer (the "sensor"); (2) a DAU, and (3) software for communicating with deployed units. When the DAU and sensor are integrated into a single package, the system is called a DAS (Data Acquisition System). These specifications are organized by sensor, DAU, environmental and packaging issues that apply to both sensors and DAUs, software, and additional requirements. The scope of this action includes the requirement to provide all of the instrumentation components which includes but may not be limited to cables, connectors, related accessories and ancillary equipment. Software must be included with all DAUs and DASs if required for data acquisition. Additional information and specifications can be found in the following attachments. 1) Spreadsheet-Titled "TestSpecs2026" 2) SeismicRequirements2026 NAICS Code: 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. Size Standard 750. PSC Code: 6655 Geophysical Instruments. The anticipated award will be for a contract with a (5) year ordering period with an estimated start date of August 16, 2026. A Solicitation is estimated to be released in mid-January, IAW FAR 5.102(a)(1). The USGS is contemplating an Indefinite Delivery, Indefinite Quantity Contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items) and FAR Part 15 (Contracting by Negotiation). This notice and any resulting solicitation or contract conform to the requirements in place through FAC 2025-06, effective 10/01/2025. All information submitted in response to this notice is voluntary. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Prospective contractors are not required to respond to this pre-solicitation notice. Responses or inquiries shall only be accepted through electronic mail addressed to the Contract Specialist, Tracy Huot, at thuot@usgs.gov no later than February 27, 2026 at 1700 PST.
